SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

Main Challenges:

The Logistics and HR Administration Manager ensures the administrative, accounting, financial and logistical management of their base, in compliance with donor and Solidarités International procedures;

He or she organizes the logistical and administrative support for the programs;
He or she is the guarantor of the proper application of the Human Resources Solidarités International policy and is responsible for supervising all logistical activities on his or her assignment base;
He or she supports, monitors and trains the members of his or her team;
He or she assists the field coordinator in the implementation of security rules.

Priorities for the first 2/3 months:

Monitoring of base staff contracts;
Active participation in writing future project proposals;
Ensure administrative and logistical reporting;
Assist Program Managers in implementing budget planning and monitoring tools;
Set up equipment monitoring to facilitate equipment movements (use, location, location, transfer and loan)
Support and training of staff under his/her responsibility.

Security constraints:

Security (and access) management will be the main difficulty in implementing programs in the Tillabéry region, Abala and Banibangou departments, Gothèye, Tera, Bankilaré.
Access for our teams in areas where the security context is volatile and constantly deteriorating.
Frequent movement of the Logistics and HR Administration Manager to the various sub-bases.
Presence of a CT and two Liaison Officers as well as an Access Manager on the mission for access and security issues in addition to the DP’s guidance.

SI will offer you the following conditions

A salaried position: Depending on experience, from EUR 2350 gross per month (€2150 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 550.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

LIVING CONDITIONS:

The Logistics and HR Administration Manager is based in Gothèye, with frequent movement between the sub-bases of Banibangou and Abala. Living conditions are comfortable with Internet access and amenities at the base camps. In Gothèye and Banibangou, it is a Guest House and Office. There is a generator and solar panel system to ensure continuous electricity.

In Niamey, living conditions are also comfortable. The guest house in Niamey is located less than ten minutes by car from the SI office, in the Dar Es Salem district. It is a modern villa with hot water, television, Internet, electricity and a generator as a backup.

The city of Niamey offers leisure opportunities (gyms, bars, restaurants, cultural institute,) and the expatriate community is quite present.
The RCO will be able to go, if the context allows, to the different bases of the mission, in particular to Gothèye, Banibangou and Abala.

Formation :

REQUIRED DIPLOMA: Training in financial or humanitarian management, logistics or accounting
EXPERIENCE IN THE HUMANITARIAN SECTOR: 3-4 years
EXPERIENCE IN EQUIVALENT POSITION: 0-2 years

Experience and technical skills:

COMPETENCES TECHNIQUES

1. Experience as a financial, HR and logistics manager of a base. Prior experience with IS will be a strong asset.

2. Knowledge of IS logistics procedures, knowledge of LINK software would be a plus

3. Proficiency in accounting software, particularly SAGA, is a plus.
Proficiency in HR software. Homer, is a plus.
4. Good knowledge and experience in financial management for the main institutional donors: ECHO / UNICEF / SDC / BHA / CDCS / AFD (donor rules and procedures).

TRANSVERSE SKILLS

1. Accounting management
2. Knowledge of IS logistics procedures, knowledge of LINK software would be a plus
