SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

The mission

SOLIDARITES INTERNATIONAL has been present in Niger since 2020 on a permanent basis, after an intermittent presence between 2006 and 2015. SI provides emergency humanitarian and recovery assistance in the Tillabéry region in Water, Hygiene, Sanitation; in Food Security and Livelihoods, and also in shelters for displaced populations but also host communities. SI is a frontliner humanitarian NGO that works as close as possible to communities in need. SI has three bases and sub-bases: Gotheye, Banibangou and Abala. Operations are managed from Niamey. The country office has around sixty employees and 8 expatriates.

General objective:

The Country Director is the official representative of Solidarités International in Niger. He/she is responsible for the smooth running of the mission. He/she proposes, based on the geopolitical and humanitarian context, the mission strategy and ensures its implementation once validated.
The Country Director monitors and guarantees that the projects are carried out in accordance with the Solidarités International charter and in compliance with internal and contractual procedures. He/she mobilizes the material and financial resources necessary for the smooth running of the programs and supervises their management. He/she coordinates the teams in place and is the guarantor of their safety on the mission.
Finally, the Country Director is the direct and privileged contact for the Solidarités International headquarters.

Priorities for the first 2/3 months:

The candidate expected for this role must have a strong appetite for strategic and programmatic development, donor engagement and external representation. He or she will have to contribute to increasing the visibility of Solidarités International, strengthening its humanitarian footprint by developing our geographical and sectoral presence.

Security constraints:

Niger experienced a military coup in July 2023. Despite the lifting of sanctions by ECOWAS heads of state against Niger following the coup, the border with Benin remains closed, leading to an increase in the prices of food and other goods and services.

In addition to the constraints related to the recent military coup, security (and access) management is the main difficulty in implementing programs in the departments of Abala, Gothèye and Banibangou. Access for our teams in areas where the security context is volatile and constantly deteriorating.

Niamey remains fairly calm, however, and there are no particular restrictions for expatriates on the mission.

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 3740 gross per month (3400 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 550.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Position open to the housing package.

Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

LIVING CONDITIONS:

The city of Niamey offers leisure opportunities (gyms, bars, restaurants, cultural institute) and the expatriate community is quite present.
The Director will be able to go, if the context allows, to the different bases of the mission, in particular to Gothèye, Banibangou and Abala.

Formation :

REQUIRED DIPLOMA: Master’s level in humanitarian project management
EXPERIENCE IN THE HUMANITARIAN SECTOR: +5 years
EXPERIENCE IN EQUIVALENT POSITION: 0-2 years

Experience and technical skills:

COMPETENCES TECHNIQUES

1. Proven experience in managing humanitarian operations in contexts with high security volatility and major access issues
2. Good understanding of Sol’s sectors and intervention methods in Niger, particularly in WASH, SAME and community participation
3. Experience in strengthening accountability and PSEA procedures and processes

TRANSVERSE SKILLS

1. Excellent management skills
2. Strategic vision, ability to analyze the context and the agenda of the different actors
3. Excellent representation skills, in particular clarity, precision and ease in oral and written expression
