Overview:

International Business and Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting company, is an industry leader in MERL since 2005. In the previous two decades IBTCI has held over 26 regional and bi-lateral MEL service support platforms across the world.

Currently IBTCI is recruiting a Chief of Party for the upcoming Monitoring, Evaluation, Collaboration, and Learning Activity (MECLA) in Afghanistan. The purpose of MECLA is to provide third party monitoring, evaluation, collaboration, and learning services and program support to the USAID/Afghanistan Mission, USAID Bureau of Humanitarian Assistance (BHA) and the Department of State’s Bureau of Population, Refugee and Migration (PRM), enabling the interagency partners to assess whether their programs are meeting their goals in Afghanistan and provide information to activity managers that will allow them to adapt programming and pivot to alternative approaches or geographic areas as needed.

The Chief of Party will be responsible for providing leadership, strategic direction, and oversight to a team engaged in monitoring, evaluation, research, and learning (MERL) activities. This role is critical for ensuring the project’s success and impact in alignment with USAID goals, particularly within the context of Afghanistan. The ideal candidate will possess deep knowledge of the local context, exceptional analytical skills, and a proven track record in managing teams and delivering high-quality results within specified timelines.

This position is contingent upon award, will be remote and regional based.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Serve as the primary point of contact for USAID, the home office, Afghan authorities, and other key stakeholders, fostering strong, cooperative relationships.
  • Develop and execute overall project strategy and work plan and achievement of project results.
  • Direct and monitor implementation of activities within the work plan, ensuring that activities are performed to a high professional standard, effectively implemented, and fulfilling donor and IBTCI’s requirements.
  • Ensure that all program deliverables are of high quality and met in a timely fashion.
  • Oversee and manage permissions for fieldwork with Afghan authorities, ensuring smooth, compliant operations in-country.
  • Supervise and mentor all senior management staff.
  • Ensure effective communication across the entire project with team and relevant stakeholders.
  • Manage all fiduciary duties responsibly and professionally, ensuring financial integrity and compliance.
  • Ensure effective performance of all project staff, subcontractors, and partners, fostering a cooperative and team-oriented environment.
  • Interact professionally with IBTCI home office staff, senior Mission, Embassy, and government officials, demonstrating strong interpersonal and communication skills

Qualifications

Minimum Requirements:

  • Previous experience as a Chief of Party for a USAID TPM activity and/or experience as a COP in a conflict country is required.
  • 10+ years of senior-level experience in managing USAID-funded large and complex MEL and research activities.
  • Excellent donor management skills with demonstrated public relations, policy development, project management, and diplomacy skills required.
  • Demonstrated ability to foster and maintain collaborative partnership arrangements through both formal, financial relationships (e.g. prime and sub relationship) and non-financial collaborative relationships.
  • Demonstrated knowledge and understanding of USAID policies and programs.
  • Demonstrated strategic planning, team leadership, and capacity building experience.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
  • Excellent management, communication, and organization skills are required.
  • Experience in Afghanistan or other conflict-affected environments is strongly preferred.

Education: Master’s degree in Public Administration, International Relations, Economics, Business Administration, Law, or a related field.

Preferred Knowledge, Skills and Abilities:

  • Participate in international research networks, meetings, and select technical working groups as appropriate to represent the project and ensure collaboration with relevant technical work.
  • Maintain relationships with USAID/Afghanistan and other regional USAID leadership, national and international partners, and other key stakeholders through frequent consultation.

Working Environment: Work is typically performed in a corporate office environment. The assignment will be regionally based TBD.

Physical Requirements: This is a largely sedentary role that requires the ability to talk, hear, and use hands to handle or feel objects, tools, or controls. Specific vision abilities required include close vision. The employee must occasionally lift or move up to 25 pounds.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.

Pay Transparency Statement: We are dedicated to ensuring a thoughtful, compliant, and equitable approach to employment compensation. Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $162,750 to $204,750 USD annually.
