POSITION OVERVIEW:

Under the supervision of the Community Outreach Team Leader, the Community Outreach Officer ensures the effective and professional implementation of Community Outreach and Promotion activities and objectives in the field and office in accordance with the guidelines of the Economic Recovery programs (Cash Transfers and Livelihoods) and the overall DRC strategy, in close coordination with all programs, also supporting the Protection mainstreaming processes.

Responsibilities:

  • Support the efficient and effective implementation of the program at the field level.
  • Contribute to the Community Outreach strategy that allows the targeting of people in the assigned work areas.
  • Support the Community Outreach Team Leader in developing and maintaining networks and relationships with key stakeholders (such as community leaders, government organizations, private foundations, among others) for the successful implementation of Cash Transfers and Livelihoods projects.
  • Identify allies and/or relevant actors for DRC in the assigned work areas for proper implementation of the programs.
  • Participate in the implementation of beneficiary identification, registration, pre-verification, verification, post-distribution monitoring and enrollment activities for DRC programs.
  • Continuously monitor and document the needs of persons of concern on the ground.
  • Carry out the proper referencing of cases requiring special Protection attention detected during Community Promotion activities, in accordance with established protocols.
  • Participate in the preparation of monthly/quarterly/annual reports, proposals and budgets for partners and donors.
  • In coordination with the Team Leader, ensure compliance with the goals and indicators established in the program(s) in which you have an active role.
  • The team will support the Protection team within the Community Promotion strategy, Community Approach, communication with communities, dissemination of information, among others.
  • Report incidents, delays or any other challenges to the implementation of activities to the Community Promotion Team Leader.
  • Participate and support in the preparation of informational material and key messages to the community
  • Other related activities that are necessary for the success of the program.

  • Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
  • Comply with the rules, regulations and instructions of the SST SG.
  • Report any potential hazards and risks at your workplace in a timely manner.
  • Attend SST training defined by the SG-SST training program.
  • Ensure that your workplace and work area are kept in order and clean.
  • Provide clear, truthful and complete information about your health status.
  • Immediately report any work accidents, incidents (near accidents) and illnesses diagnosed as occupational to the SST area and your immediate supervisor.
  • Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
  • Participate in training activities, drills and those scheduled by occupational health and safety
  • Participate and contribute to compliance with the SG-SST policy and objectives.

EXPERIENCE AND TECHNICAL SKILLS:

  • Minimum two (2) years of relevant experience in humanitarian assistance/protection, social or community work in the field, related to an NGO or other non-profit organization.
  • Field experience and work with urban, and/or rural, and/or indigenous communities in situations of vulnerability or exclusion.
  • Experience and ability to interview people of all ages and backgrounds, addressing cases with high emotional impact; intercultural communication.
  • Experience in alliance management and territory coordination.
  • Knowledge and application of gender, ethnicity, age, environment and protection approaches, as well as the rights-based approach and doing no harm.
  • Excellent skills in MS Word, Excel and PowerPoint.
  • Experience in managing databases.
  • Experience in the production of technical material (training material, protection tools, reports, documents, among others).
  • Skills and experience in training and developing the capabilities of inexperienced staff.
  • Experience with accountability measures and compliance with donor requirements
  • Experience and ability in managing priorities and meeting deadlines.

Desirable

  • Knowledge and/or experience in protection programs in contexts of mixed migratory flows.
  • Calm and diplomatic character.
  • Ability to manage competing priorities and meet deadlines.
  • Ability to create a good team atmosphere.

  • Good communication skills with communities and individuals and creating a safe and trusting environment

Requirements in terms of academic training and technical knowledge:

  • Relevant university degree (e.g. political science, law, international development, social work, psychology, human rights) or equivalent professional qualification.

Languages:

  • Spanish (mandatory)
  • Written comprehension of English (an advantage)
