Location: Geneina, West Darfur, with frequent travel within Central Darfur and other Darfur States where TGH is operational.

Duration: 5 months (renewable dependent on funding), from December 2024.

Conditions : Salaried contract, monthly gross salary of 2,369 to 2,884€, monthly per diem of 750 EUR, 100% medical coverage + repatriation insurance + provident fund, accommodation, international and local transportation for the duration of the assignment, break every 3 months. Non-family duty station.

Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programs in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.

Presentation of the mission

TGH has operated in Sudan since 2004, initially in West Darfur (in Geneina) and then Central Darfur (first in Bendasi and Um Dukhun, then expanding to Golo and Zalingei), as well as Khartoum, Al-Jazeera and other states in the east.

Since the outbreak of the current Sudan conflict in April 2023 – creating the largest displacement population in the world at current time – TGH has developed multi-sectoral projects in consortium with other international NGOs to meet the needs of crisis-affected populations in Darfur, Khartoum, Jazeera and Red Sea states. TGH has more than 100 national staff in the field, based in Golo, Um Dukhun, Bendasi, Zalingei (Central Darfur), Geneina & Foro Baranga (West Darfur), Tawila (North Darfur), and Khartoum and Red Sea states. It has about 14 expats based in Chad & Sudan.

Sudan offers one of the most challenging but rewarding contexts in the world for humanitarians to operate in. TGH’s extensive and long-standing presence in the country, in particular in West and Central Darfur, enables us to understand the context and the evolution of humanitarian needs and to deliver life-saving humanitarian assistance where it is needed the most. Now more than ever, this is vital as the country faces a critical food security situation including famine reported in certain areas.

TGH is part of a relatively new consortium implementing an Emergency Response Mechanism (ERM) program through the Darfur region. This position is an exciting opportunity to lead’s TGH’s ERM programming, contribute to boosting the organization’s technical and operational capacities for emergency response, and support life-saving activities at a critical time for Sudan.

With a current volume of approximately 14 million EUR, TGH Sudan’s donor base includes ECHO, BHA, OCHA-SHF, CDCS, and CIAA (French MoFA).

Job description

Under the supervision of the Deputy Country Director for Programs (DCD-P), the Emergency Coordinator manages the ERM project for TGH and coordinates the field teams for effective implementation of emergency response programming in West Darfur, Central Darfur, and North Darfur, with possible activities in East Darfur and South Darfur in the future. The Emergency Coordinator line manages the Team Leaders of the field teams dedicated to the project, as well as one expat technical specialist. S/he collaborates with the consortium partners on operational and coordination issues.

This position is instrumental in advising on the development & refinement of TGH Sudan’s policies and practices to ensure effective emergency response programming, and will take the lead on capacity-building of relevant TGH staff.

Reporting to the DCD-P on programmatic and technical responsibilities, this position will coordinate closely with the Country Director and the Head of Access and Safety (for safety and access, especially regarding entry into new areas of intervention); the Field Coordinators in Darfur (on coordinating with other field teams and support staff based in the field); and TGH program staff implementing other projects (for coordination and handover by ERM teams for longer-term activities).

The main responsibilities of the position are:

Project Relevance, Quality and Design

  • Plan, facilitate and conduct needs assessments.
  • Contribute to define TGH’s emergency response strategy and SOPs.
  • Propose a technical approach and a financial, human and logistical scope for the project to be implemented.
  • Contribute to writing of the technical annexes and chapters (including the logical framework) for proposals for adidtional.
  • Propose and implement quality criteria and monitoring indicators for the ERM project.
  • Contribute to the development of project management, monitoring and evaluation tools, particularly the planning and monitoring timeline.
  • Monitor the activities’ compliance with the annual operational strategy, TGH technical requirements and the donors’ criteria.
  • Evaluate the relevance of the activities carried out, as well as the effectiveness of the interventions and their appropriateness with respect to contextual developments and the populations’ needs.
  • Propose adjustments to the project as necessary, depending on contextual and indicator developments.

Project Management & Operational Coordination:

  • Participate in building the ERM teams’ capacities (operational and technical), in collaboration with TGH technical specialists.
  • Plan and support the implementation of activities including coordinating the field teams’ responses to alerts, being sure to meet deadlines and adhere to predefined technical specifications.
  • Support and advise TGH logistical department with regard to procurement of materials for ERM activities.
  • Work with the TGH’s finance and program teams to contribute to develop and monitor budgets relative to the project.
  • Monitor expenses and budget forecasts.
  • Mentor and provide support for the ERM team leaders.
  • Participate in the centralization and distribution of procedures, guides and tools linked to the ERM activities.
  • Represent TGH in the ERM consortium’s Operational Coordination Unit (OCU) and relevant technical working groups.
  • Identify issues and challenges for the carrying out of ERM activities and propose solutions and mitigation measures.
  • Contributing to ensuring that operational staff follow TGH safety and security SOPs; promptly report any issues of concerns or security incidents to TGH Country Director or other security focal points.

Staff Management & Capacity-Building

  • Line manage the ERM Team Leaders (national staff) based in the field and provide technical support and guidance for them to efficiently manage their teams to conduct timely and quality response to ERM alerts.
  • Line manage the expat Child Protection Specialist and any other dedicated technical advisors assigned to work on the ERM project.
  • Assess teams’ capacity-building needs and develop a training plan to meet them.
  • Provide training and day-to-day coaching to Team Leaders and other key personnel within the ERM teams.
  • Evaluate and assess the performance of colleagues under his/her direct supervision.
  • Participate in recruitments of national staff for ERM activities.
  • Together with the HR team, support recruitments of ERM positions.
  • Ensure adherence to security regulations by personnel under his/her supervision.

Capitalization

In collaboration with TGH’s MEAL and program teams, enhance TGH’s capitalization in order to improve the organization’s ability to provide emergency response and implement ERM programs.

Reporting / Communication / Representation

  • Contribute to drafting of ERM documents and annexes including donor reports, thematic briefing papers, and proposals/amendments.
  • Under the delegation of the CD and the DCD-P, develop and maintain good relations with other stakeholders (INGOs, LNGOs, UN agencies, local authorities, etc) relevant to ERM in the areas of project implementation.
  • When delegated, represent TGH at meetings or forums concerning the ERM activities.
  • Diffuse to relevant partners ERM-related information including, when permitted to do so by the CD or the Access & Safety Coordinator, security or contextual information which could impact TGH or partner’s activities and the safety of the teams.

Safety, working and living conditions

The security situation in Geneina and other TGH areas of intervention in the Darfur region is relatively stable but presents risks that are known and controlled by TGH and other international NGOs operating there. The incumbent will be accommodated by TGH (guesthouse with basic standards, cold water, electricity). Telephone network and internet coverage may be subject to periodic disruption. Social life in Geneina is possible but limited for security reasons. The position involves travel to other locations within Darfur.

Profile

  • At least 4 years’ experience in emergency program coordination and/or project management in emergency context.
  • Experience in team management.
  • Experience in capacity building and training.
  • Experience in safety management is an asset.
  • Fluency in written and spoken English; Arabic is a major asset.
  • Good information technology skills (MS Office and online sharing platforms such as Google Workspace).
  • Excellent interpersonal and diplomatic skills.

  • Autonomous, rigorous and able to synthesize information.
  • Flexible, adaptable and stress resistant.
