ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the humanitarian organization that saves and changes lives, providing food assistance in emergencies and working with communities to improve nutrition and build resilience.

PURPOSE OF THE POSITION

The incumbent will support the planning and coordination of the delivery of financial, budget and administration support services, and will supervise and provide guidance to a team of staff members, ensuring the transparent and efficient use of financial resources.

MAIN RESPONSIBILITIES (indicative and non-exhaustive list)

1. Serve as a focal point for the provision of technical and procedural support to staff employed in the areas of finance and budget, in order to ensure compliance with WFP’s financial policies, rules and regulations.

2. Participate in the development and implementation of financial policies and procedures, interpret and evaluate the impact of changes and make recommendations on follow-up measures to support the configuration and implementation of appropriate accounting procedures and systems, and the corresponding internal controls.

3. Contribute to the improvement of internal processes, the strengthening of institutional systems and the design of instruments to sustain the transparent and efficient use of financial resources.

4. Monitor the daily cash situation to optimize the use of cash surplus and maximize investment proceeds through the liquid asset portfolio.

5. Ensure that payments are processed in a timely manner, resolve complex issues relating to the disbursement or replenishment of funds in accordance with WFP rules and regulations.

6. Contribute to the preparation, implementation and monitoring of budgets, and monitor budgetary and expenditure forecasts to ensure that relevant future funding needs are met.

7. Coordinate with other teams to ensure that all financial and administrative services are carried out efficiently and in line with the needs of all teams.

8. Monitor account balances and supervise the recording of financial transactions accurately and punctually to prevent bank overdrafts.

9. Monitor, control and analyze general ledger accounts to fully implement and apply corrective measures.

10. Prepare and analyze financial and statistical reports at established frequencies and recommend complementary measures to the Finance Officer or other officials, to facilitate informed decision-making.

11. Coordinate and supervise the work of other support staff, support their learning and professional development in the area of ​​financial resource management (e.g. management of petty cash and imprest accounts, review and analysis of vendors and balance sheets, etc.), to ensure that services are delivered consistently and in accordance with established requirements.

12. Remain alert at all times and apply standard emergency preparedness practices to address immediate emergency needs for financial services in country offices and in the field.

MINIMUM STANDARD QUALIFICATIONS AND EXPERIENCE REQUIRED

Education: Completion of secondary education. Post-secondary education certificate in the corresponding functional field.

Experience: Seven years of professional experience related to the functional sphere of the position.

Languages: Fluent in Spanish. Advanced in English.

DESIRABLE EXPERIENCE TO PERFORM THIS FUNCTION

. Experience in data analysis and interpretation and in producing reports at national level.

. Having instructed and trained new staff members in the resource management function.

Workplace: Quito, Ecuador

Contract duration: 12 months with possibility of extension.

The position is open to Ecuadorian citizens and foreigners with a work permit in Ecuador.
