SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in over 20 countries, SI teams, 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

The mission

Solidarités International has been working in the DRC since 2001, in order to meet the humanitarian needs of populations impacted by conflicts and natural disasters and to participate in the fight against epidemics. The mission is active in the areas of food security and livelihoods (FSL), water, hygiene and sanitation (WASH), and assistance in multi-sector cash transfers (direct cash or vouchers). Each of our activities includes a strong Protection component (transversal or “stand alone” via an implementation partner).

Our programs cover emergency response, through rapid response programs (RRM) and “second line”. However, they also include recovery and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, namely maintaining a strong emergency response capacity while developing sustainable solutions to the problems affecting the populations of the east of the country.

The mission is composed of a coordination based in Goma and three operational bases located in Petit Nord Kivu (Rutshuru), Grand Nord Kivu (Beni) and Ituri (Bunia, with a sub-base in Fataki). As part of our 2023 strategy, we have the ambition to open new bases and develop our programmatic portfolio.

The financial volume of the mission at the beginning of 2022 amounts to approximately EUR 13M. In 2023, the mission aims to develop several additional millions (several project proposals submitted at the beginning of 2023, with a high probability of donor validation). The programmatic portfolio contains around ten different projects, and an advocacy strategy is in place for 2023 in order to approach new donors. The teams are made up of around twenty expatriates and around 200 national employees (potentially more depending on the acceptance of the projects submitted at the beginning of 2023).

General objective:

  • In accordance with the annual plan, implement the zonal strategy in the operational zone of Greater North Kivu. In particular, assume a central role in the launch of the 2024 annual plan
  • In conjunction with the Coordination teams (in particular the Program and Grants departments), actively participate in the development of new projects for the operational area in 2024
  • Consolidating first-line response capacities (emergency) in Greater North Kivu
  • Developing collaboration with the national partner
  • Maintain a high level of security and access to the area
  • Participate in the deployment of the new compliance department in the operational zone

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 3080 gross per month (€2800 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 800.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

– Possibility of benefiting from regular Coordination work time if necessary (round trips to Goma at least every 6 weeks)

Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.

Security constraints:

  • Instability of the area linked to the presence and activity of several armed groups;
  • Logistical constraints due to the impassability of roads, and the need to support the development of the area with a strengthening of the logistics structure in order to reduce security risks during field missions;
  • Acceptance by communities generally good, but need for continued community engagement to maintain acceptance;
  • Very active civil society in the city of Beni, which can lead to “dead city” days (and a standby of activities).

LIVING CONDITIONS:

– Single room with internal toilet;
– Common areas (kitchen, living room, showers/toilets) – community life
– Spacious GH house – large and beautiful garden, very quiet;
– Electricity 24/7 (generator/Back Up);
– Canal + (multi-channels);
– Fully equipped kitchen;
– Very good cook and availability of food allowing a diversified diet;
– Modern shower with pressure and hot water (infrequent cuts)
– Curfew from 10 p.m. to 5 a.m. The curfew may be flexible depending on the evolution of the situation on site;
– Several restaurants and bars with swimming pools validated;
– Well-stocked supermarket;
– Small gym available at the Guest and in hotels;
– Presence of other NGOs that can be seen regularly although the curfew and the current security situation limit interactions during the week.

Training and experience:

  • Master’s degree in international relations, project management, logistics, administration, finance, HR or equivalent
  • 5 years of experience in the humanitarian sector
  • 0-2 years of experience in a similar position
