CONTEXT :

Humanity & Inclusion (HI) has been present in Chad intermittently since the 1990s and permanently since 2014. HI currently operates in N’Djamena, Borkou (North), Ennedi (Northeast), Tibesti (Northwest), Moundou, Doba and Goré (South), Kanem (Mao), BeG (Moussoro), Lake Chad in Ngouri, Bol and West and recently in the East (currently based in Adré).

In response to humanitarian needs, HI initially launched an assessment of Atlas Logistique, an operational and technical unit of HI, to determine the logistical and access needs of humanitarian actors as well as inclusive humanitarian action (AHI), which highlighted the need for logistical solutions (rehabilitation of a humanitarian airstrip, shared storage and transport, at controlled temperatures for aid actors) as well as support for response actors to make essential activities more inclusive. Secondly, a team of specialists in functional and physical rehabilitation as well as mental health were deployed to analyze the needs in the Ouaddaï province. This resulted in the implementation of a response focused on these four components, in particular the management of physical and functional rehabilitation at the Adré hospital as well as on an outpatient basis in the refugee camps, the rehabilitation of the Adré airfield and the shared storage project for the benefit of humanitarian actors in the intervention zone. Similarly, mental health and psychosocial support activities for refugees/returnees/hosts who are impacted by the current conflict in Sudan. Finally, a humanitarian action component which aims to contribute to better care for vulnerable people, including people with disabilities, by promoting their inclusion and access in humanitarian response programs.

YOUR MISSION:

Reporting directly to the Area Manager East, the Platform Project Manager is responsible for setting up the storage service for humanitarian organizations, as well as achieving the objectives, results and impacts expected in terms of warehousing and stock management activity.

He is the guarantor of the operational and administrative management of storage activities. He organizes, supervises and optimizes the quality of storage services provided to organizations.

He supervises an operational team (Inventory Management Manager, Storage Operations Manager, Handlers, etc.) optimizes the resources and means at his disposal, ensures monitoring and performance within the framework of the cost, deadline, quality and safety objectives set by the organization. H2H service activity (humanitarian to humanitarian), He also develops and maintains the relationships and portfolio of organizations using the storage services offered by Atlas, in connection with transport activities where applicable.

He/she is the guarantor of compliance with commitments made with organizations and of control of the flow of information related to requests. He/she ensures that the contractual conditions negotiated with organizations are properly implemented and respected.

Your main responsibilities will be:

  1. Project management and monitoring of the implementation of the established action plan
  2. Monitoring operational performance and implementing continuous improvement
  3. Strategic and budgetary management
  4. Development and management of the partnership relationship
  5. Forecasting storage demands
  6. Implementation of capacity building activities for stakeholders
  7. Management and human resources management

YOUR PROFILE:

  • You have a Bac + 2, bac + 3 (BTS or DUT, professional license in transport, logistics, distribution, etc.) supplemented by several years of experience as a warehouse manager in the humanitarian sector;
  • You have two years of experience as a warehouse manager, as well as experience in management and in the humanitarian sector;
  • You have mastered social regulations, safety rules, specific storage of hazardous materials and products, and have mastered budgetary and accounting monitoring processes.
  • Able to work under pressure and in a volatile security context, you have excellent communication skills and are fluent in English and French, both written and spoken.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

Living conditions in the eastern provinces are very simple and basic. An expatriate community working for NGOs is growing as a result of the emergency response to the influx of Sudanese refugees.

HI, not previously present in the area, has currently opened a base (office + guest house) in Adré to be able to implement the activities.

Security is not a major issue in the area, although the risk of carjacking is still present and the border with Sudan is very close. A curfew is currently in place at 10pm by local authorities.

  • 5-month international contract ideally starting from the beginning of January 2025 based in Adré
