Based in Guatemala City, under the direct supervision of the Deputy Head of Mission, technical supervision of the Regional Coordinator of the Regional Program on Separated and Missing Persons, and in coordination with the relevant coordinators, the Head of the Missing Persons Program of the Guatemala Mission has as its main objectives to lead the development, implementation and monitoring of the strategy in Guatemala.

PROGRAM OBJECTIVE: In Guatemala, the Program primarily seeks to protect people at greatest risk of involuntary separation or disappearance, particularly in the context of migration, as well as to contribute to clarifying the fate and whereabouts of missing persons in the context of CANI and migration and to accompany their families throughout their search processes, prioritizing the strengthening of the capacities of authorities so that they can fulfill their obligations in this area and supporting local networks (civil organizations, family associations).

JOB PROFILE

Specific studies and areas of knowledge

  • University Degree in Social Sciences or Humanities, Law or related fields (Graduate)
  • Specialty or master’s degree is a plus
  • Knowledge of humanitarian work
  • Oral and written command of the English language with a minimum level (B2) intermediate/advanced
  • Knowledge of the legal framework regarding disappearances and international instruments that protect the rights of missing persons and their families.

Work experience

  • Minimum of 6 years’ experience in the field of missing persons. Particularly valued is experience in supporting families of missing persons and their associations, searching for missing persons, designing and implementing public policies on missing persons. Experience in articulating and working together with authorities, civil organizations and other actors related to the issue of missing persons.
  • Minimum of 3 years’ experience in team and project management.
  • Experience working with the Red Cross in the areas of Protection and Humanitarian Organizations will be valued.

MAIN RESPONSIBILITIES (JOB DESCRIPTION)

  • Coordinates the design, monitoring and evaluation of the multi-annual strategy, action plans and budget for the missing persons programme, in consultation with other mission departments, the deputy head of mission and regional coordinators.
  • It monitors the humanitarian environment regarding separated and missing persons and their families and the measures implemented by authorities and other actors at national level, focusing on the humanitarian consequences and needs of those affected, in order to guide the ICRC’s humanitarian response.
  • In coordination with the Deputy Head of Mission, coordinates and contributes to the implementation, monitoring and evaluation of the programme’s activities (analysis and diagnostics, awareness-raising and training actions, dialogue with actors in the field of missing persons, participation in roundtables and public events, etc.), ensuring close coordination with other departments for a cross-cutting and coherent approach.
  • It maintains an active network of dialogue with the main relevant actors from the Government, civil society and international institutions, associations of relatives of missing persons and other actors involved in the problem of family separation and disappearance of persons in the different contexts in which the ICRC works on this issue (CANI, Migration, detention).
  • Prepares semi-annual and annual reports of the Program in Guatemala.
  • Coordinates and supports employees under his/her supervision in their personal development by providing guidance and advice on internal and external training possibilities and development opportunities, including internal evaluation processes.
