Program Summary:
Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health, Protection, and WASH programming through Project HOPE programs and local partnerships.
POSITION SUMMARY:
The Mental Health and Psychosocial Support (MHPSS) Senior Technical Officer will be responsible for support implementation of MHPSS services and supervise on PSS activities and providing training, supervision and support to MHPSS team. Also, MHPSS technical officer assists the MHPSS coordinator and protection technical lead in providing technical support.

PRINCIPAL RESPONSIBILITIES:
- Oversees overall implementation technical, operational and otherwise with MHPSS technical officers.
- Supports development, organizing and implementation of training opportunities for MHPSS staff.
- Supports MHPSS technical officer’s supervision of MHPSS staff and professional development opportunities.
- Provides education and supports rollout and adherence to the PH Mental Health Protocol.
- Conducts regular reviews clients’ documentation to ensure technical compliance and adherence to the mental health Protocol.
- Supports and guides MHPSS team in the development of biopsychosocial care plans with focus on any immediate safety concerns.
- Provides technical advice and support to MHPSS technical officers upon as requested.
- Supports recruitment and employment of key MHPSS staff upon as requested.
- Support and oversees psychosocial support activities implementation.
- Monitors and on-going care plan development of MHPSS staff with special attention to safety issues.
- Supports collaboration and coordination between MHPSS and health and protection actors.
- Work within a multidisciplinary team and support the development of regular case conferencing in various sites.
- Provide input into MHPSS program development, M&E systems, evaluation mechanisms and documentation.
- Contribute to development case management file, including assessments, treatment plan and client functioning scale.
- Provides on-job supervision and capacity building training on topic relevant to MHPSS.
- Contract regular weekly and monthly meetings with MHPSS technical officers to discuss the project’s technical status.

MINIMUM QUALIFICATIONS:
- Typically, a University degree, preferably in psychology, psychological counseling, mental health. Equivalent combination of relevant education and experience may be substituted as appropriate.
- Typically, a minimum of 5 years in implementing in MHPSS.
- Master’s degree or high diploma is a must.
- Experience or training in mental health and psychosocial support services preferable.
- Experience in INGOs is preferred.
- Fluency in written and spoken Arabic and English.
- Proficient in Microsoft Word, Excel and PowerPoint.
- Ability to work independently and responsibly.
- Experience working with children and women.
- Ability to work under pressure and strong time management skills to meet both short-term and long-term objectives.
- Strict adherence to humanitarian principles and standards (IASC), as well as organizational policies including Code of Conduct and Prevention of Sexual Exploitation and Abuse (PSEA) and Child safeguarding.
- Experience in facilitating group sessions.

- This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
- Position will be in resource-deprived environment with austere living conditions.
