Program Summary:

Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health, Protection, and WASH programming through Project HOPE programs and local partnerships.

POSITION SUMMARY:

The Mental Health and Psychosocial Support (MHPSS) Senior Program Officer will continue the work initiated by the MHPSS coordinator and protection technical lead to develop the department and put plans to achieve that in the future. As well as focus on assessment, implementation, and coordinating if needed to conduct the activities. In addition, the MHPSS senior program officer will act as an assistant to the MHPSS coordinator in the field, this will include monitor the implementation of activities and interventions and ensure it links to relevant PH structures and supervising on work and achievement MHPSS team.

PRINCIPAL RESPONSIBILITIES:

  • Support in the development, organizing and implementation of capacity building opportunities for officers in preparing monthly and weekly reports, preparing work plans and preparing PRs.
  • Support MHPSS team in demonstrate and follow the IASC guidelines for MHPSS and adheres to international guidelines and best practices in MHPSS program development and implementation.
  • Provide advice and supervision for staff and implementing supervisory visits PH center.
  • Provide on-job supervision and capacity building on topic relevant to MHPSS and administrative requirements to MHPSS officers.
  • Checking/ verifying the weekly and monthly reports.
  • Checking / verifying MHPSS data.
  • Support the MHPSS Program Coordinator with consultations related MHPSS team.
  • Preparation of training materials and document all the PH training reports.
  • General support to MHPSS team (administrative, programming, documentation and translation).
  • Preparation and follow up on timesheets, attendance sheets, annual leaves and general human resource issues.
  • Prepare PRs and Checking/ verifying and follow up on PRs in coordination with logistic team.
  • Coordination between MHPSS and other programs.
  • Management of Programme documentation.
  • Help in preparing Programme, donor, and cluster.
  • Support the MHPSS Program coordinator with in preparing and discussing the monthly and general project budget.
  • Represent MHPSS program at meetings, conferences and workshops.
  • Ensure compiling all necessary documentation, developing timelines, and complying with deadlines.
  • Support MHPSS Program coordinator in proposal writing and budget development for new proposals, including coordination with Finance, logistics and human resources.
  • Support MHPSS Program Coordinator in coordinate and liaise with security staff for follow up issues security and safety of MHPSS team and facilities.
  • Support MHPSS Program coordinator in coordinate and liaise with M&E staff and country staff to design M&E plans for new projects.
  • Support recruitment and employment of key MHPSS staff upon as requested.
  • Ensure implementing regular visits to MHPSS centers to monitoring activities progress and work quality.

MINIMUM QUALIFICATIONS:

  • Typically, a University degree, preferably in sociology, psychology, psychological counseling, mental health or any other related field.]. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, A minimum of 5 Years in managerial position in humanitarian context, preferred in MHPSS.
  • Experience in INGOs is preferred.
  • Experience or training in mental health and psychosocial support services preferable.
  • Fluency in written and spoken Arabic and English.
  • Proficient in Microsoft Word, Excel and PowerPoint.
  • Ability to work independently and responsibly.
  • Ability to work under pressure and strong time management skills to meet both short-term and long-term objectives.
  • Strict adherence to humanitarian principles and standards (IASC), as well as organizational policies including Code of Conduct and Prevention of Sexual Exploitation and Abuse (PSEA) and Child safeguarding.
  • Experience in facilitating group sessions.

  • This position is based in Gaza. Given the current conflict conditions, candidate must be able to work in a rapidly changing environment.
  • Position will be in resource-deprived environment with austere living conditions.
