General Responsibilities (Overall purpose)
Background Information
Terre des hommes Jordan (Tdh) was established in 2007 as an expert child protection organization. Cur-rently operating two specialized programmes: Migration & Access to Justice for Children, strongly mainstreaming a child protection approach, embedded into gender responsive and child and youth participation and empowerment actions at operational and policy levels.
The She Leads consortium brings together child rights organizations, feminist/women’s rights organizations, and GYW-led groups and aims to increase sustained influence of girls and young women (GYW) on decision-making and the transformation of gender norms in formal and informal institutions. The geographic focus of the programme is East Africa (Uganda, Ethiopia, Kenya), West Africa (Ghana, Mali, Sierra Leone, Liberia) and the Middle East (Lebanon, Jordan). In addition to programming in these countries, a considerable part of the programming will be done at regional level, targeting regional institutions and other stakeholders operating at regional level. Tdh in Jordan will work both with a regional and national scope and in coordination with the partners, towards increased sustained influence of GYW on decision making and voice.
The program goal tackles 3 main domains, civil society, socio-cultural and institutional spheres. The program aims at; enhancement of collective action of girls and young women in a gender-responsive civil society (civil society domain), supported by increased acceptance of positive social gender norms (socio-cultural domain) and by enabling meaningful participation of girls and young women in decision-making by political institutions (institutional domain). Furthermore, the program is following different strategies in order to achieve the pre mentioned domains such as; fund and resource girl-led/young feminist organising, data-driven and evidence-based advocacy & research, catalyse the growth and strength of social movements and collective action for girls’ rights, media influencing & advocacy, advocate for girls’ access to international institutions and human rights mechanisms, capacity strengthening support and joint-learning between civil society organisations (CSOs), girl-led groups and young feminist organisations
With the support and under the supervision of the Senior Project Officer, the project Assistant will work closely with Tdh’s implementing partners in Karak and Irbid governorates, ensuring the timely and qualitative implementation of the project activities. The Project Assistant is responsible to establish communication channels and follow up mechanisms and act as the focal point with implementing partners to ensure activities alignment with the project workplan and objectives. The assistant will conduct frequent visits and check-ins to provide support and guidance in implementing project activities, including the delivery of capacity building workshops, awareness-raising sessions, community initiatives and campaigns, and other activities as per the project objectives and workplan. Working directly with volunteers and partners’ staff, s/he will prepare and monitor work plans, monthly reports, and capture achievements and challenges.
He/she prepares and maintains documentation related to the job function in compliance with the financial, administrative and logistics procedures. Complying with Tdh project management rules relevant to her/his grade and position, she/he keeps track of activity operational plans and report on progress achieved to the direct supervisor(s).
The main tasks of this function are:
- Activities Management and Implementation: – responsible for overseeing project activities, tracking and reporting progress, identifying and raising challenges, and ensure monitoring and reporting according to Tdh and donor procedures and guidelines;
- Quality assurance: plan and implement activities and support in coordinating the project resources ensuring qualitative and principled implementation and compliance with Tdh’s and donor’s regulation and the project objectives.
- Representation: represent Tdh’s on the area of implementation, ensure proficient coordination with partners and communities.
Specific Responsibilities / Context (Tasks)
Activities management and implementation:
- Plan and monitor qualitative implementation of activities under the direct supervision of the Senior Officer.
- Keep the Senior Officer up to date regarding changes in the plans, share updates and recommendation that support the SPO for the project steering and adjustment.
- Prepare activities workplan and maintain a proficient system to monitor the activities implementation in terms of efficiency and timeliness.
- Assist the SPO in Following up on partners’ financial requirements, forecasts, and reporting.
- Ensure that activities are accessible, inclusive, culturally appropriated and gender friendly.
- Promote a culture of minimum standards and essential requirement for the implementation of the project activities such as youth engagement and empowerment.
- Support the Senior Officer in organizing round tables, events and meetings, as per the project goals and framework.
- Oversee the community initiatives and campaigns implemented by the CBOs, and provide continuous feedback ensuring quality results.
- Coordinate with other departments (communication, M&E, procurement..) as needed to meet project needs and objectives.
- Provide networking opportunities for girls and young women committees under She Leads projects.
- Participate in the development of the project documents and M&E tools.
- Assist the Senior Officer in documenting progress, achievements, and challenges, ensure compliance with the M&E regulation and policies.
- Establish communication system with the CBOs, the partners and other key actors at field level, hold regular check-in visits and meetings with partners.
- Coordinate with partner CBOs, discuss action plans and contribute to them.
- In collaboration with the SPO and implementing partners, design activities matching the project objectives and the needs of girls and young women.
- Responsible of the proficient utilization of the project’s assets, resources, premises. Plan and organize the material, spaces, and assets of the project to ensure a smooth implementation of activities.
Quality assurance:
- Oversee the compliance with Tdh’s regulations, policies and best practices
- Oversee the compliance with the donor’s regulation and country inter-agency SOPs.
- Keep documentary record of all project’s activities.
- Raise concerns related to the capacity of the project to reach the targets or ensures qualitative programming.
- Support partners in leveraging youth leadership and engagement in project plans and activities. Support partner in identifying solutions for challenges, and document lessons learned and best practices.
- Collect and provide any qualitative and quantitative data requested by the SPO and the MEAL department.
- Ensure data management/ quality for the project in coordination with partners.
- Contribute to MEAL exercises, needs assessment, Pre & post, FGDs and any other initiative aiming at assessing quality and accountability of the project.
- Coordinate as required with all relevant stakeholders at field; ensure professionalism and high profile to all interactions internal and external to Tdh, with particular attention to representation with institutional interlocutors.
- Maintain relations with country consortium partners, implementing partners, and girls and young women committees.
- Support the SPO in maintaining and expanding the coordination with relevant actors as per the project activity framework and objectives.
Representation:
CHILD SAFEGUARDING POLICY – SAFETY & SECURITY:
Knows and implements institutional policies on security, child protection, PSEA and Code of Conduct and fraud prevention; ensures the staff know and implement the procedures in their day-to-day work;
- Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
- Commits to inform the Country Representative and/or the National Safeguarding Focal Point and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP;
Other:
- Knows and implements all institutional policies and internal regulations of Terre des hommes with a particular focus on the Institutional Media and Communication policies;
- Respects Terre des hommes security procedures in Jordan;
- Supports the leadership team to organize and facilitate, conferences, exchange of experience mission and field visits for external management staff and donor representatives;
- Any other duty as required by the line supervisor.
S/he will have direct access to information, such as the general strategy of Tdh in Jordan, including programming objectives in the field, financial details, and security guidelines.
A professional sense of security, confidentiality, and proper representation is paramount.
The incumbent will conduct her/his duties in respect of the Charter of Terre des hommes and Tdh Child Safeguarding Policy. Terre des hommes expects that its contractors’ professional conduct reflects proper behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Requirements for the position
- Education / Qualifications
Desirable bachelor’s degree in human Rights, Gender Studies, Sociology, Social Work, or any other relevant academic background;

- Experience in women empowerment, gender transformative projects.
- Experience in NGO sectors.
- Good knowledge in advocacy work and community engagement.
- Good experience in working with youth and familiarity with youth participation frameworks.
- Experience in working with community-based networks and Community-based organizations.
- Demonstrated capacity of planning and organizing, managing field level activities.
- Good understanding of M&E systems and tools;
- Experience in capacity building; training, facilitation, and mentoring.

Fluency in Arabic; English is a strong asset.
