The IRC seeks a Deputy Chief of Party (DCOP) for an anticipated multi-million-dollar USAID peacebuilding and media opportunity. The project will work to find peaceful, sustainable solutions to communal conflict, enhancing the capacity of independent media to promote to support inclusive narratives and support the development of inclusive and resilient communities.

The DCOP will support the Chief of Party in strategic program direction, day-to-day operations, and ensuring alignment with USAID requirements and objectives. The DCOP will be responsible for ensuring the proposed project is implemented in accordance with the terms of the USAID award (either cooperative agreement or contract), USAID regulations, principles of IRC, and internationally recognized quality of assistance standards. The position will be based in Juba, South Sudan.

Recruitment is contingent upon successful award of the project, and selection of the final applicant is subject to USAID approval.

Responsibilities

• Provide technical leadership and direction, defining and implementing activities to achieve the greatest impact toward project goals and objectives.

• Ensure project delivery meets all standard implementation policies and procedures.

• Provide expertise in peacebuilding, conflict mitigation, and/or independent media to guide program design and implementation.

• Coordinate the integration of gender, youth, and conflict sensitivity approaches across all program components.

• Ensure appropriate methodologies and technical approaches are developed for all program activities.

• Regular communication and coordination with the Chief of Party and key home office staff on technical and project management issues.

• Manage the technical team and strengthen the capacity of staff to implement a high-quality program.

• Engage consortium partners to review technical content and implementation planning prior to activity implementation, including collaborative technical assistance as indicated.

• Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper implementation and monitoring of project activities.

• Develop technical components of annual work plans, draft quarterly reports, and ensure project technical objectives and deliverables are met in a timely manner.

• Provide high level coordination with the South Sudanese authorities, government ministries, and key stakeholders on technical issues for smooth implementation of the project.

• Work closely with local and international partners to ensure effective collaboration, leveraging existing resources and initiatives to enhance program impact.

• Work with the finance and operations teams to oversee program budgets, ensuring cost-effectiveness and accountability.

• Collaborate with the MEAL team to ensure the program achieves measurable results in line with USAID’s Performance Management Plan (PMP).

• Support the use of evidence-based decision-making to adapt and scale program activities effectively.

• Ensure compliance with USAID regulations, contractual obligations, and donor reporting requirements.

• Represent the IRC in relevant technical advisory/working groups and professional forums.

• Produce inputs to monthly, quarterly, semi-annual and annual reports for USAID.

Requirements

• Minimum seven years of experience in senior technical leadership of programs in policy development and advocacy, governance, peacebuilding and media programming for peacebuilding in crises-affected contexts.

• Master’s degree in Peacebuilding, Media Studies, Development, International Relations, or a related field; a specialty in peacebuilding and governance and/or Media and Public Policy is preferred.

• Demonstrated experience in supporting sustainable peacebuilding, gender and social inclusion strategies in peacebuilding or media programming at community level and state/national levels

• Demonstrated experience in the design and delivery of peacebuilding programs, particularly in conflict or fragile contexts.

• Strong knowledge of USAID regulations, compliance requirements, and program management tools.

• Demonstrated experience working to incorporate issues of equity in peacebuilding programs, including gender, ethnicity, and disability inclusion.

• Demonstrated experience with supporting innovations for supporting and sustaining peaceful solutions that recognize the additional needs of vulnerable groups, including women and girls.

• Demonstrated success incorporating innovation and participation, and flexible, and gender-sensitive programming into implementation.

• Capacity to work well under pressure, and the ability to appropriately and effectively communicate cross‐culturally is critical.

• The candidate must be proficient in English.
