The Norwegian Refugee Council (NRC) is an international non-governmental organisation based in Oslo, Norway that works in over 40 countries providing humanitarian assistance to the most vulnerable populations. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal aid, education, shelter and infrastructure, water and sanitation, and livelihoods interventions.
NRC is an organization with a high international reputation in humanitarian assistance and has been working in Latin America for more than 30 years, leading humanitarian action in many of the countries where it operates.
In Mexico, NRC has been collaborating with local partners since 2019 and is now expanding its reach, initiating activities through direct implementation in the States of Veracruz, Coahuila and Mexico City, with more than 20 collaborators hired by NRC in Mexico, providing assistance to displaced people in the intervention areas in the country.
1. Objective
If you are an influential leader who has a track record of fostering a collaborative environment and building effective teams, and the ability to collaborate with others while building strong relationships, then this position is for you. NRC Mexico is looking for a Finance Leader whose objective is to support the planning, implementation and monitoring of all administrative and accounting actions and responsibilities that ensure the optimal functioning of the office in Mexico, as well as the programmatic and operational compliance of the projects, programs, agreements and accords signed with strategic allies and implementing partners.
2. Main Responsibilities
Finance and Accounting
- Ensure the application of internal control in the Office, in accordance with the NRC Policies and manuals, such as: Financial Manual, Anti-Corruption Policy, Internal Control Manual, Cash Box Manual, control procedures for Implementing Partners, among others.
- Ensure the proper application of the formal obligations (tax, fiscal and labor) in force in the country.
- Support the dissemination of NRC financial and accounting manuals and procedures.
- In coordination and support of the Financial Management, prepare, update and monitor the annual budget of the Area. Support in the monitoring of the different procedures, administrative and legal processes so that NRC complies with all its tax and banking obligations in Mexico.
- Process the accounting facts of the office, respond to the documents generated, close the office accounts and prepare monthly reports or when requested.
- Know and manage the accounting and financial tools that the NRC has implemented at global and local levels.
- Responsible for processing payments to office suppliers and contractors in accordance with the standards established for this purpose by NRC.
- Be responsible for the resources assigned to you under your charge and the financial/banking management of the office account(s).
- Support in the monitoring and periodic follow-up of the area’s projects and agreements, in coordination with the program team.
- Support in the preparation of budgets and financial reports for agreements with local donors.
- Practice as a Public Accountant and provide all required documentation in relation to monthly tax reports.
- Act as focal point for financial issues with implementing partners and local accounting service providers in Mexico
- Accompany administrative, financial and audit visits carried out on projects developed in the Office.
- Attend previously delegated meetings, as well as travel to designated areas, in strict compliance with safety regulations, when required.
- Prepare and develop status reports required by management.
- Ensure correct monthly reconciliation of financial statement accounts in Mexico with NRC’s global internal accounting.
- Other tasks assigned by the supervisor in the fulfillment of the objectives of the position.
Administration
- Keep track of administrative payments related to the activity of the office in Mexico City and offices in other states of the country.
- Track and process payments related to property rentals and other general services in Mexico City and offices in other states of the country.
- Process Social Security payments and other employer contributions on a monthly basis.
3. Professional Competencies
- University degree in economics, business, finance or related fields.
- Ideally, have a Public Accountant certification.
- Minimum three (3) years of proven experience in a similar responsibility.
- Knowledge of International Financial Reporting Standards (IFRS).
- Proven knowledge of financial, accounting and tax regulations in Mexico (OSC).
- Verifiable experience related to the responsibilities of the position.
Specific skills, knowledge and experience of the context :
Requested:
- Experience in using MS Office (Word, Excel, Access, Power Point, Outlook), and financial management software.
- Use of accounting systems.
- Good financial analysis skills.
- Advanced handling of Excel is essential.
- Knowledge of national labor issues.
- Experience in preparing and managing budgets.
- Experience working in similar positions in the context of humanitarian aid.
- Previous experience working in complex and volatile contexts.
