About Bahar:
Bahar Organization is an independent non-profit and non-governmental organization that provides humanitarian aid to vulnerable people without any discrimination in all its forms. BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.
Purpose of Position:
Provide leadership to Bahar Organisation in Turkiye Office, ensuring that the strategy and vision are clear, that staff are well integrated and engaged into high performance teams, and the organization is functioning effectively in order to fulfill its mission and achieve its goals. ”
Job Duties and Responsibilities:
Support the efficient and effective functioning of Bahar with the Board of Directors
- Serve as the link between the Board of Directors and the Organisation’s management and staff of Türkiye and NWS staff.
- Arrange and participate in Board meetings as requested, preparing agenda materials, drafting recommendations, and documenting decisions.
- Participate in setting plans and providing advice and counsel to the Board of Directors.
- Review and verify plans and implementation programs and budgets prior to submitting to the Board of Directors for approval.
- Final revision of promotions and salaries (at the end of the year) before submitting them to the Board of Directors for approval.
- Final revision of the annual budget before submitting it to the Board of Directors for approval.
- Submit fortnightly, monthly, semi-annual, and annual reports to the Board of Directors and discuss the same in periodic meetings.
- Take all necessary decisions that enable the Executive Director to perform the assigned tasks and implement plans as agreed with the Board of Directors.
- Strategy
- Actively participate in the SMT, and take all necessary decisions that enable the Executive Director to perform the assigned tasks and implement plans as agreed with the Board of Directors.
- Ensure plans for Turkiye and NWS have been derived from the Organisation’s strategy with clear, measurable short-term and long-term targets.
- Submit monthly reports to the Executive Director and discuss the same in periodic meetings.
- Leadership and Management of the Country Office
- Promote Bahar’s Mission, Vision, Values and key Standards and Practices among the staff and partners in the area of responsibility, ensuring these are the foundation of Bahar’s strategies and work.
- Ensure capable staff aligned with Bahar’s values are available to implement the Organisation’s strategy and operational plans.
- Advise “Executive Director” as appropriate staff and management succession plans that ensure that proper capacity is in place.
- Lead and manage the SMT and direct reports in a way that facilitates a high-performance culture, open trustworthy relationships, and integrity.
- Promote a culture of learning and development, employee engagement and good stewardship of human capital in the office.
- Ensure implementation and compliance of staff Performance Management guidelines and policies, and champion the office leadership team in the proper implementation of Performance Evaluations on annual basis for the whole organisation
- Support initiatives for staff care and well-being, both for local and international employees.
- Promote and participate in leadership development initiatives.
- Supervise direct reports in a way that facilitates a high – performance culture, open trustworthy relationships, and integrity.
- Support initiatives for Duty of Care and well-being, both for local and international employees.
- Respect, value and promote gender, age, religious and ethnic diversity.
- Ensure excellent standards in the management of the human, financial, capital, and technical resources of the organisation, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders.
- Visit projects as feasible to encourage, build relationships, and support programmes.
3 – Strategy, Operating Plan, and Long – term and Short – term targets
- Ensure there is a documented strategy as approved by the Board, with indicators and milestones to monitor progress.
- Ensure department strategies and operating plans have been derived from the Organisation’s strategy with clear, measurable short-term and long-term targets.
- Facilitate and be accountable for the execution and monitoring of strategies, and report progress to the Board.
4- Oversight of Field Programming in Turkiye and NWS
- Travel to NWS to oversee field offices and monitor progress of individual projects including workplans, budget burn rate, activity sites, satisfaction of beneficiaries and send feedback to Programmes.
- As part of field monitoring, assess how the support functions and MEAL are working together on implementation for efficient and effective functioning, and report results back to relevant departments in HQ.
- During field visits, monitor compliance with the expectations of Bahar, donors and other local stakeholders.
- Meet with existing donors to get feedback on Bahar’s performance.
- Meet with local authorities during visits to strengthen and improve relations.
- Conduct capacity building for staff on management, updates and clarification of Bahar policies and changes in structure.
- Leading field level security assessments for new project areas.
- Conduct exit meeting for all staff at the end of field visits.
5- Financial Management, and Financial & Operational Audit Compliance
- Approve expenditures within the authority delegated by the Board.
- Ensure efficient and effective organisational practices that result in successful financial and operational audit results.
- Ensure action planning and execution to resolve audit findings in an agreed and timely manner; undertake appropriate reporting of audit results and actions.
- Ensure strong financial compliance through timeliness and completeness of financial reports.
- Ensure strong operational compliance through timeliness and completeness of programme/project reports.
- Manage overall financial integrity of the programme to donors, host governments and other stakeholders.
- Provide overall strategic leadership and initiative for identifying and securing financial resources to support the programme and meet the organisation’s operational expense.
- Monitor and advise HQ on the organisational practices in the area of responsibility to support and contribute to successful financial and operational audit results.
- Monitor strong operational compliance through timeliNWSs and completeNWSs of programme/project reports.
- Contribute to strategic leadership and initiative for identifying and securing financial resources to support the programme and meet the organisation’s operational expense.
6- Advocacy and Representation
- Represent, engage, and build strategic alliances with host country governments, major donor agencies, non-governmental agencies, and partners.
- Support appropriate local advocacy strategies in the field to raise awareness of- and advocate for change in key issues that are priorities for Bahar.
- Ensure that the Bahar brand is respected within the country and no office operations or staff conduct harms it.
- Ensure Bahar is identifying new opportunities and forge alliances that lead to the optimization of all resources.
7- Enterprise Risk Management
- Maintain, monitor and review security and safety plans and protocols for the area of responsibility in coordination with the HQ and ensure understanding and compliance by all staff and visitors.
- Liaise with other international organizations to collect information about the security environment and, where appropriate, discuss joint responses to security and legal threats.
- Oversee staff safety and orient staff to the management of potential risks related to operation within restricted contexts.
- Oversee that Bahar’s organization – wide is in place for stakeholders, staff and beneficiaries in areas of responsibility.
8- Compliance and Host Country Legal Requirements
- Ensure the office complies with host government legal requirements and standards.
- Ensure and oversee proper mechanisms for implementation of Bahar’s Code of Conduct and other Standards and Principles.
- Represent Bahar in courts, if required.
Academic Qualification/s and Professional Experience:
- Bachelor of Commerce in Human Resource Management or other relevant fields.
- Bachelor of Commerce in Business Administration or other relevant fields.
Preferred to have: Higher Diploma in managing non-profitable organisations.
Training courses:
- Project cycle management (PCM)
- Quality Systems’ Concepts.
- Previous experience in managing teams.
- Internal Auditing.
Experience:
- Seven years minimum that include two in a similar position.
- Five years minimum in non profit organizations.
- English language (both written and spoken) proficiency: Fluent in Arabic.
- Leadership and Supervision ability.
- MS-Office Suite and ERP proficiency.
- Ability to set goals.
