  1. CONTEXT :
  2. We are looking for a Global Economic Inclusion Specialist for a 2-year fixed-term contract to join our Economic Inclusion technical unit at headquarters, which is part of the Resilience and Inclusion Division (40 people).

ASSIGNMENT

You support the implementation of HI’s economic inclusion strategy, leading and providing technical and strategic support for the design and implementation of projects aimed at empowering vulnerable people (including persons with disabilities) with the skills needed to secure safe, decent and fulfilling employment opportunities. The implementation of Market-Based Programming (MBP) is at the heart of our approach, in order to support the development of inclusive and sustainable livelihoods.

For that :

1. Technical Expertise (50%)

  • You provide advice and technical support to a portfolio of projects related to livelihoods, entrepreneurship, job creation, financial inclusion and strengthening market systems.
  • You support the implementation of effective interventions that focus on market-based programming (MBP), the development of inclusive and sustainable value chains.
  • You support programs in developing coherent strategies for early recovery for vulnerable populations in fragile contexts
  • You develop and/or update specific technical guidance relating to market systems and entrepreneurship, and contribute to the development of human resources skills in your field through training and capacity building activities.
  • You integrate HI’s cross-cutting approaches (Disability-Gender-Age, conflict sensitivity and cross-cutting protection) into economic inclusion interventions.
  • You contribute to the development of knowledge management by facilitating communities of practice, learning and internal/external dissemination of good practices

2. Influence and Communication (15%)

  • You contribute to HI’s influence and outreach in the field of economic inclusion by representing the organization in relevant networks and technical groups on economic inclusion.
    • You identify potential donors (private and institutional), networks, partners, NGOs and influence groups aligned with HI’s vision of economic inclusion and ensure the development of technical and strategic links.
  • You support internal and external technical communication.

3. Business Development (20%)

  • You participate in the design of new project proposals by promoting innovative approaches aimed at facilitating the creation of employment and sustainable economic opportunities for vulnerable populations, ensuring that gender, disability, climate change, as well as digital transformation are taken into account in a relevant manner.
  • You develop partnerships and consortia with development actors, research institutes, multilateral organizations and/or the private sector in the field of economic inclusion.
  • You support and develop inclusive technical assistance offers (ATI) for the support and capacity building of partners and development actors on inclusive practices

4. Contribute to overall strategic thinking and the operationalization of internal synergies (15%)

  • You contribute to strategic thinking within the Resilience & Inclusion Division, as well as to the operationalization of internal synergies / integrated programming with other sectors (Inclusive Education, Rehabilitation, Armed Violence Reduction, Protection, Risk and Disaster Reduction, etc.).
  • You ensure coordination with internal departments (logistics, HR, ITA, etc.) and support the induction of new employees.

REQUIRED PROFILE:

  • You demonstrate professional experience and relevant practice in the field of socio-economic development and livelihoods, including job creation or entrepreneurship, strengthening market systems, private sector development, financial inclusion, economic recovery and the implementation of integrated strategies to combat poverty and exclusion. (at least 3 years in the field, and 7 years overall).
  • You are recognized for your excellent interpersonal and communication skills, particularly for coaching and supporting technical teams in the field.
  • You have solid expertise in supporting vulnerable groups (women, youth, etc.) and designing interventions to promote their socio-economic participation and inclusion. Specific expertise in the inclusion of people with disabilities is considered an added value.
  • Good ability to conduct capacity building activities (development of training modules and technical guidance) and to organize exchange and learning events/workshops.
  • You have proven experience in institutional management with recognized donors such as the EU, USAID, FCDO, MAE Lux and/or with private foundations.
  • You are fluent in English and French, Spanish is an asset.
  • You are flexible and available to travel (4 to 5 missions per year in Europe and abroad).
