The International Department of the Belgian Red Cross aims to contribute to strengthening the International Red Cross and Red Crescent Movement with a view to improving the resilience and living conditions of vulnerable people and their communities. To this end, we support the development and action of Red Cross partners abroad. In Belgium, we advocate for respect for International Humanitarian Law and carry out activities to restore family links.
Function :
- Ensure the implementation on the ground of the CRB strategy and approach with the other members of his geographical unit
- Feeds, carries and monitors the implementation of the CRB strategy in the partner countries of the Great Lakes region of Africa;
- Supports the design of new projects (support for reflections prior to writing) while ensuring their consistency with the CRB’s intervention and partnership methods;
- Supports the Country Representatives of the region in daily operational management by ensuring compliance with CRB approaches.
- Coordinate, frame and channel resources for the programs and local partners of the Great Lakes Africa with the other members of his/her geographical unit

- Stimulates the search for (co)financing at the field level and participates in the search for financing at headquarters; – Drafts partnership agreements and ensures that the requirements, rules and constraints of donors are transcribed in these agreements; – Ensures that donor requirements are respected both in terms of management and programmatic (validation of purchases, operational advances, budget transfers.); – Coordinates, participates in the drafting or drafts documents submitted to donors (funding requests, reports, amendments) and he/she is responsible for the quality of these documents and compliance with donor requirements; – Maintains regular contact with donors who are specific to the projects implemented in the geographical area both at headquarters and in the field during missions; – Validates the terms of reference of support missions and ensures that these are discussed with delegates in the field and partners; – Is responsible for the recruitment process of expatriate delegates based in the sub-region (terms of reference, tests, interviews, etc.); – Is involved in the supervision of the Country Representatives of the sub-region and supports them in their operational management tasks; – Supports the PRs and the hierarchy of the International department in their security management responsibilities.

- Develop and guarantee the quality of relations with other internal or external actors in the Red Cross Movement with other members of its geographical unit

- Organizes partnership evaluations; – Participation in annual partner meetings; – Develops and maintains relationships with other Movement actors present/interested in the country (headquarters level); – Negotiates partnership agreements and monitors reciprocal commitments; – Monitors synergies and collaborations with other Belgian organizations present in the countries of the sub-region (at headquarters level); – Participates in the drafting and evaluation of CSCs (Common Strategic Frameworks).

- Participates in the Movement’s meetings and working groups; – Represents the CRB in national and international meetings and conferences on humanitarian aid, emergencies, the nexus, development; – Conducts advocacy at the national level on priority issues for the Red Cross Movement and for the CRB (Nexus, localization of aid, Flexible Funds, etc.).

Profile :
- Minimum 5 years of experience in managing humanitarian and emergency projects as well as development projects; work experience in the African Great Lakes region is a real asset.
- Knowledge of the International Red Cross and Red Crescent Movement;
- Proven experience in reporting and/or evaluation systems;
- Experience in managing DGD and/or EU grants (knowledge of the rules of these donors);
- Perfect command of French; Very good knowledge of English (C1); knowledge of Dutch and other languages is an asset;
- Experience in management and teamwork;
- Expertise in protection, environment, climate change or digitalization, considered an asset;
- Negotiation and problem-solving skills;
- Good resistance to stress;
- Dynamic and initiative spirit, sense of challenge;
- In accordance with the 7 principles of the Red Cross; experience working or volunteering with the Red Cross Movement is a strong asset.
