Context

Under the direct supervision of the Regional Planning, Monitoring and Evaluation Specialist, the incumbent will support the Regional Planning, Monitoring and Evaluation Unit (RPMEU), which operates under the Strategic Planning and Results Division (SRD) of the Office of Strategy and Organizational Performance and the Central Evaluation Division (DEC) at IOM Headquarters (HQ), providing essential planning, monitoring, evaluation, support and lesson sharing services to Regional Offices and Country Offices; including: supporting the development and updating of tools and systems at the national, regional and multi-regional levels; and providing technical support and assistance to CAs in planning, monitoring and evaluation.

Responsibilities

1. Support the RPMEO in planning, designing and implementing capacity building and training in monitoring and evaluation for COs in the region.
2. In conjunction with the RPMEO, serve as a resource person for COs in the region by providing support and advice on planning, monitoring, evaluation, Strategic Results Framework principles, project and programme risk monitoring tools and data tracking.
3. In coordination with the Regional Project Development Officer (RPDO) and the RPMEO, support the review of results matrices, budgeting and planning for monitoring and evaluation of project proposals for CAs in the region. 4. Under the direction of the RPMEO
, support the drafting, development and updating of IOM systems, plans, tools, work plans, guidelines, reviews, policies, reports and analytical data, and strategies.
5. Support the RPMEO in reviewing and monitoring CO projects to ensure timely planning of evaluations and implementation of findings and recommendations, and support the RPMEO in coordinating evaluations conducted by the RPMEU.
6. Prepare internal reports, presentations and briefing notes relevant to planning, monitoring and evaluation, as required.
7. In coordination with the ODIR and BRGPME, contribute to ongoing knowledge management processes from the CA and the RAs and CAs in the region, including the exchange of information and tools related to planning, monitoring and evaluation. 8. In the absence of
the BAGR, ensure the continued functioning of the BAGP by coordinating incoming requests from internal or external partners.
9. Participate in conferences, workshops and meetings related to the area of ​​technical expertise, as requested by the Office and/or the Deputy Regional Director (DRD) for Operations.
10. Carry out any other tasks that may be assigned to him.

Qualifications

Education

• Bachelor’s degree in political or social science, business administration, migration studies, international relations, law or a related field with four years of relevant professional experience; or,
• High school diploma with six years of relevant experience.

Accredited universities are those listed in the UNESCO World Higher Education Database .

Experience

  • Experience in the field of migration issues, including operational and field experience, with project management, monitoring and evaluation, and other relevant technical experience;
  • Demonstrated expertise in monitoring and evaluation, planning, learning and project development;
  • Experience in liaising with government authorities, other national or international institutions, the private sector and NGOs; and
  • Experience working in planning, monitoring and evaluation in the Region is an asset.

Languages

  • For this position, fluency in English and French are required (oral and written).
  • Working knowledge of Portuguese, or any other language of the region is an advantage.
