Consultant for the selection of strategic and inclusive Vocational Technical Training (FTP) courses that require improvement, selection of participating educational centers and establishment of a baseline for each.
1. Context:
The Rinaldi Foundation, through the Technical Office of Vocational Training of the Salesians (BTFPSA), has been given the mission of improving the quality of vocational training and secondary education offered to young people, in Vocational Training Centers, Secondary Schools and Public Technical Education Establishments (EET).
The consultant position is part of a project funded by the European Union aimed at promoting equitable and inclusive access for young Haitians, with a particular focus on women. This will be achieved by improving the specialties of Technical and Vocational Training and developing the Technological Baccalaureate in the country’s educational system. To achieve this objective, we also benefit from the collaboration of the Ministry of Education.
2. Mission:
Recruit a consultant to carry out (1) an identification of two Technical and Vocational Training (FTP) specialties requiring improvement and/or the creation of a new sector and its expansion in Haiti and (2) identify public and private educational centers that can participate in the program to improve the sectors and establish a baseline for each.
3. Tasks: 3.1) Identification and proposal of two Strategic FTP Sectors to be restructured and improved:
– Analysis of professional opportunities especially for the northern and northeastern regions of the country:
o Carry out a detailed analysis of professional opportunities after technical and vocational training, based on market studies and other documents already existing in the country.
o Identify at least three sectors that are most relevant to the socio-economic situation of the region and the country.

3.2) Identification of participating educational centers (Vocational Training Centers):
– Identify public and private centers (especially for the regions of CAP Haitien, Fort Liberté, Port-au-Prince and Les Cayes) that meet the necessary prerequisites for their selection.
– Development of selection criteria:
o Develop rigorous criteria based on labor market demand, employment opportunities, socio-economic relevance, inclusiveness, gender equity, country needs, long-term sustainability of the sectors and adequacy to available resources.
3.3) Develop a baseline for each participating Vocational Training Center.

4. Expected results:
4.1) Detailed diagnostic report including:
– Identification of professional opportunities and the most relevant specialties including:
o Census of existing specialties in vocational training centers.
o Recommendations on the most relevant specialties to create and/or improve, including market needs analyses.
4.2) Identification of public centers and their baseline and criteria developed for the selection of specialties.
4.3) Baseline of each center identified by Jóvenes y Desarrollo, the Rinaldi Foundation and the MENFP.
5. Expected deliverables:
– Identification report of priority FTP specialties/sectors: Document containing the two selected specialties with justifications, market analyses and recommendations.
– List of educational centers: Prioritized list of educational centers selected for the improvement of the sectors, with details on their infrastructures and resources.
– Baseline report: Detailed sheets of each selected center, including basic indicators to monitor future progress.
– Final report (conclusiones).

6. Contract Duration:
Between 2 and 3 months.
€18,000 including expenses.
7. Consultant Profile:
Education Specialist:
– University degree; positively valued in a field related to the educational or technical sector.
– Knowledge of the Haitian education system.
– In-depth understanding of the specific dynamics and challenges of the Haitian education system.
– Experience in applying the Competency-Based Approach.
– Proven experience in carrying out educational and vocational training diagnostics.
– In-depth knowledge of the socio-economic and educational context of Haiti.
– Ability to develop selection criteria based on market demands and country needs.
– Ability to work in volatile and economically crisis-ridden environments.
– Experience in collecting and analyzing educational data.
– The ability to travel within the country (security permitting).
