Job Description Details:
Job purpose:
The Head of Programs will provide strategic leadership and oversight in the design, implementation, and monitoring of all program activities. This role is pivotal in ensuring the quality, relevance, and impact of programs, aligning them with the organization’s mission and values. The HoP will collaborate closely with both internal and external stakeholders to lead program strategies, ensure donor compliance, and foster innovative approaches to deliver measurable results.
Additionally, the HoP will oversee the organization and management of projects, ensuring timely reporting to relevant donors. The role also includes the technical and administrative supervision of all project coordinators managers of Education, Protection and ERL, Wash …etc in Bunyan Organization’s offices, ensuring efficient and effective program delivery.
Duties and Responsibilities:
Key Responsibilities:
Strategic Leadership and Program Development:
- Lead the creation of programs strategies that are in line with Bonyan’s vision, mission, and long-term goals.
- Oversee the design and development of multi-sectoral programs in education, protection, and livelihoods, ensuring they fulfill community needs.
- Conduct a requirements assessment and schedule meetings with the team who will actually use the programs to ensure proper planning.
- Set the new strategy frame use technology like software solutions or localized approaches given by the community so as to open up new areas.
- Engage in a constant evaluation of the program’s effectiveness to objectively appraise the new conditions and facilitate changes accordingly.
Program Implementation and Quality Assurance:
- Oversee project execution by making sure all programs are delivered on time, within budget, and at their best quality.
- Develop an in-depth project plan, which includes objectives, time, and responsibilities of all program actions.
- Make regular visits to the field for the purposes of tracking program performance, acquiring feedback from the beneficiaries, as well as gaining insights into how the program could be improved.
- Work with the team, to come up with ideas, to troubleshoot challenges, tackle delays, and make adjustments as needed.
- Ensure that plans embody the principles of gender sensitivity, inclusivity, and sustainability.
- Bring fresh ideas on the table to counteract difficulties in delivery of the programs. E.g. countervailing logistical constraints or access issues.
Monitoring, Evaluation, Accountability, and Learning (MEAL):
- Collaborate with the MEAL Manager in developing clear frameworks for monitoring program outcomes and measuring impact.
- Guaranteeing the efficiency and quality of data collection procedures and subsequent results are analyzed to influence the decision-making process.
- Conduct monthly Program Reflection Meetings, mutual learning sessions, and feedback loops to improve program quality.
- Create and distribute best practices, success stories, and lessons learned with the organization staff and other stakeholders.
- Advocate for a culture of accountability by REACH OF ensuring feedback channels are open to the beneficiaries and acted upon.
Financial Management and Compliance:
- Overlook the making of and try to save budget resources to be spent rationally in the project.
- Follow up the financial exceptions according to the agreements.
Team Leadership and Capacity Building:
- Lead and mentor programs managers and the coordinators, by creating conditions for a positive and collaborative work environment.
- Locate the training and professional development tools necessary to strengthen the capacity of the program teams.
- Hold the employees together, through creativity, and with a drive for excellence.
- Implement a management approach that is characterized by an open-door policy to make the staff feel more supported while they have to handle the challenges they face or propose new ideas.
- Setting clear roles, responsibilities, and performance expectations for the programs team members.
Partnerships and Representation:
- Establish and maintain strong relationships with donors and partners.
- Represent Bonyan in national and international forums.
- Find new partners and funding sources.
Risk Management and Crisis Response:
- Develop and implement risk management strategies that will guarantee continuous programs even during emergency.
- Lead the management of crises in connection with programs activities, which also implies facilitation with different departments and partners.
- Follow up the safeguarding measurements in the projects, and, make sure that the policies are in place.
Additional Duties:
- Engage in strategic planning and organizational development processes.
- Support the programs by writing proposals.
- Keep the management updated on program status, challenges, and their development needs.
- Collaborate with the operational departments (HR, Supply Chain, HR, Safety & Security and IT) to address the major challenges during the implementation.
Academic Qualifications:
- A university degree in Business Administration, Social and Human Sciences, or a relevant field of study is required.
- A Project Management Certification, such as PMD Pro, is preferred and will be considered an advantage
Requirements:
- Nationality: Holds Turkish nationality.
- Minimum of 4–7 years of experience in program management, design, and implementation, preferably in humanitarian or development contexts.
- Strong focus on experience in response efforts in Northwest Syria.
- Some experience in Türkiye programs is highly desirable.
- Significant experience working with NGOs, INGOs, or UN agencies.
- Proven experience in managing multi-sectoral programs in complex and high-pressure environments.
- Experience in both emergency response programming and long-term development initiatives.
- Experience working with major institutional donors, such as ECHO, USAID, BHA, DFID/FCDO, and UN agencies.
- Demonstrated ability to develop high-quality project proposals, reports, and budgets.
- Strong understanding of sectors such as protection, education, livelihoods, WASH, or other relevant fields.
- Strong experience in developing and delivering capacity-building training and materials is an advantage.
- Proven ability to coordinate with multiple stakeholders and produce high-quality reports.
- Strong analytical and problem-solving skills.
- Ability to make impartial recommendations and sound judgments.
- Proven ability to build and maintain partnerships and foster a culture of collaboration and accountability.
Skills
- Fluency in English (written, spoken, and reading).
