ABOUT PAM

In Chad, WFP and its partners provide food assistance by providing nutritious food to people in desperate need by building on the country’s human resources and strengthening their capacity to access food. Other complementary programmes address the root causes of hunger and strengthen the resilience of communities.
CONTEXT AND OBJECTIVES
Chad is a landlocked, low-income country in Central Africa with poor socio-economic indicators and is classified as a least developed country by the United Nations and is consistently among the countries with the lowest levels of human development (HDI). Its population of about 18.7 million is predominantly rural, and most households rely on subsistence agriculture or livestock activities for their survival.
Chad is also one of the countries most vulnerable to climate shocks and faces major development challenges with recurring production shocks with negative consequences on the food and nutrition situation. At least 20% of the population faces acute food insecurity each year during the lean season, resulting in high rates of chronic and acute malnutrition among children and pregnant and lactating women. The Sahelian belt is particularly vulnerable to agricultural and pastoral production shocks.
The country hosts one of the largest numbers of refugees and displaced people in Africa with more than 1.2 million refugees, more than 220,000 internally displaced people, more than 317,000 returned migrants and more than 8,000 asylum seekers.
The March 2024 Harmonized Framework analysis estimated that 3.4 million people were affected by severe acute food insecurity during the lean season (June to August 2024).
The country is also subject to climatic hazards of all kinds and suffers the consequences of climate change with recurring droughts and floods. In 2022, the country faced one of the worst floods in its history with approximately 1.2 million people affected, more than 341,000 hectares of crops devastated, taking away more than 19,000 heads of livestock in 19 of the 23 provinces. In 2024, the country also suffered devastating floods with approximately 2 million people affected including in the capital Ndjamena with more than 430,000 hectares of fields destroyed and decimated livestock with more than 72,000 heads of livestock swept away by the waters. Climatic shocks are increasingly recurrent and the country must prepare to face natural disasters or population movements due to instability in neighboring countries.
WFP is currently implementing a new country strategic plan (2024-2028) with an emergency component but also a long-term approach focused on strengthening the resilience of systems, communities and populations and scaling up social protection programmes. This plan is aligned with national priorities expressed in the national development plan with capacity building at the local level.
ROLE & JOB PURPOSE:
These roles apply to field offices. Job holders typically report to the Area Office Manager or Country/Deputy Country Director.
Lead and manage a WFP field office to ensure effective and efficient management of human and financial resources and delivery of WFP programmes and activities. Emphasis is placed on establishing and maintaining relationships with local governments, UN agencies and other partners in the region to enhance WFP’s visibility.
DUTIES AND RESPONSIBILITIES:
– Manage and direct WFP field operations in the area of assignment to ensure rapid and effective deployment of food assistance programmes.
– Be responsible for the deployment of country office initiatives, policies and strategies.
– Effectively manage the field office to ensure transparent and efficient staff management and the continued development of a cohesive and high-performing team. Ensure efficient use of financial resources to achieve set objectives.
– Be responsible for the security of WFP staff, operations, premises and assets in the field office to ensure that WFP safety and security standards are defined and adhered to locally.
– Actively participate in and contribute to the Area Security Management Team (ASMT). Collaborate with governments and other partners to identify locations where food assistance can be usefully deployed at the local level and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on context-specific transfer modalities (food, cash or vouchers).
– Develop and coordinate data collection and monitoring systems and conduct timely monitoring and evaluation activities.
– Maintain accurate and comprehensive accounts and/or prepare analyses and reports on WFP operations and performance, submitting them regularly and in a timely manner for review by the Area/Country Office in order to identify programme support needs and inform operational planning and decisions.
– Build and maintain external partnerships to enhance assistance programs and support complementary strategies; identify potential areas of collaboration and identify opportunities for program effectiveness and efficiency.
– Develop and maintain liaison with local government authorities, international and national NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.
– Work with beneficiaries, inspect storage locations and points where WFP commodities are received, to ensure compliance with WFP policies and ensure progress is made towards project objectives.

DESIRED EXPERIENCES FOR ACCESS TO THE POSITION:
– Have developed or contributed to the development of multidisciplinary work plans to support the achievement of WFP strategic objectives in a defined area.
– Have acquired experience in field operations, preferably in a difficult duty station or in an emergency situation.
– Have acquired field experience through field rotations or working in a sub-office, and through field assignments.
– Have acquired experience in the analysis of political situations, the precise assessment of risks and the support of managers and management in decision-making.
– Have acquired broader exposure to all areas of a function (i.e. policy, program, projects etc.)
– Have acquired experience in managing medium-sized financial budgets, effectively balancing multiple priorities.
– Have experience leading a medium to large team to ensure effective achievement of objectives.
– Have participated in a negotiation with a supplier, government, partner in support of a general function or country office requirements.
– Have participated in a moderately complex emergency operation/development program. Has experience in security coordination and project management in a constrained environment.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education :
– have a higher university degree in economics, international development, social sciences or other related field.
Suggestion: Have an advanced university degree in economics, international development, social sciences or other related field, or have a first university degree with additional years of professional experience and/or related training/courses.
Experience :
Have at least 5 years of progressive experience relevant to the position.
Language :
International professional: Mastery (minimum level B) of English and French (Level C).
