Overview of Position
Background information:
- On 24 February 2022, the military of the Russian Federation invaded Ukraine, with strikes across the territory of Ukraine. Since then, Russia’s invasion imposes a severe humanitarian & socio economic toll, global energy & food crisis, large scale destruction of the country’s infrastructure & disruptions in the provision of critical services & degradation of social fabrics & communities’ ties, triggering one of the world’s most significant forced displacements.
- Severe attacks on energy & critical infrastructure facilities leave millions of people without electricity, water or heating supply, struggling to access water, food, health services, materials to repair homes, among others. The continued attacks cause substantial damage to the country’s economy, agricultural production & also affect the poorest countries worldwide.
- Our client support to its partners spans the humanitarian development nexus from emergency response to building back better, across the housing, health, education, transport, energy & mine action sectors, through infrastructure, procurement & technical assistance / project management interventions, with the ultimate aim of supporting the country on its EU accession & in its achievement of the Sustainable Development Goals (SDG’s).
Background information – Job-specific:
- Funded by the Government of the Netherlands, our client is seeking Ukrainian National Mine Action Specialists to support capacity development initiatives for Ukrainian state institutions. This role focuses on coordinating the procurement, delivery of training & equipment to enhance demining capabilities. The Mine Action Specialist will address the threat posed by landmines & Explosive Remnants of War (ERW) & will play a crucial role in establishing & maintaining effective communication, coordination & capacity development between project personnel & Ukrainian governmental authorities as well as operational actors
Role Objectives
Liaison & coordination:
- Establish & maintain effective communication channels with Ukrainian authorities, including relevant ministries, agencies & departments involved in mine action activities.
- Coordinate & facilitate information exchange between our client & relevant Ukrainian authorities, ensuring timely & accurate dissemination of relevant information.
- Liaise with operational actors, including mine action organisations, military units, emergency services & other relevant stakeholders, to foster collaboration & coordination in mine action activities.
- Support the development & implementation of joint initiatives and projects between our client & Ukrainian governmental authorities, ensuring alignment with program objectives & priorities.
- Attend meetings, workshops & other relevant events to represent our client & provide updates on program activities.
- Provide training & briefings related to the Explosive Ordnance (EO) awareness, EO contamination in conflict affected areas, ongoing & planned mine action activities as requested.
Equipment tracking & procurement support:
- Monitor, track the usage & condition of mine action equipment to ensure optimal utilisation & maintenance.
- Assist in developing specifications for the procurement of mine action equipment, ensuring that all technical requirements are met & aligned with operational needs.
- Liaise with procurement teams to ensure timely acquisition & delivery of necessary equipment.
Training & capacity development:
- Support in tailoring “Training of Trainers” programs & other humanitarian demining training courses (such as EOD, survey, clearance & team management) to the identified needs, current risks & threats to build the capacity of Ukrainian state institutions in demining operations.
- Provide technical advice & guidance to Ukrainian governmental authorities, our clients personnel & contractors on survey & clearance operations in complex security environments.
- Facilitate workshops & training sessions to enhance the skills & knowledge of local demining personnel.
- Support the integration of best practices & international standards into local mine action strategies.
Monitoring & reporting:
- Monitor & report on the progress of mine action activities, identifying challenges & proposing solutions to enhance program effectiveness.
- Contribute to the development of reports, briefings & other communication materials related to our clients program.
- Ensure accurate documentation of all mine action activities, including training sessions, equipment usage & coordination efforts.

Key Competencies
- Master’s degree or equivalent with a minimum of 2 years of relevant experience or a bachelor’s degree with a minimum of 4 years of relevant experience or a minimum of 8 years of military or police experience & / or mine action experience is required.
- Relevant experience is experience in explosive hazard management.
- Ukrainian driving license (category “B”) is required.
- IMAS EOD & / or “Sapper (Demining)” qualifications from international or national organizations are desired.
- Strong interpersonal & diplomatic skills with the ability to build & maintain effective relationships with diverse stakeholders, in particular with the military, security & law enforcement agencies are desirable.
- Fluent in Ukrainian (read, write & speak) is required & working knowledge of English is desirable.
