Context:
Established in 2006, the Internation Organization for Migration (IOM) Lebanon has set a strong track record in delivering humanitarian life-saving services to the most vulnerable populations affected by crises, while developing models and partnerships for longer-term recovery and development. The Country Office is implementing activities across Lebanon.
Amid heightened hostilities that started in southern Lebanon that has now spread out to various displacements areas in Bekaa, Akkar, Saida, Tyre and many other locations, Office for the Coordination of Humanitarian Affairs (OCHA) and the Humanitarian Country Team (HCT) endorsed the activation of Site Coordination as a standalone sector dissociated from the Shelter Sector by end of September 2024. The Ministry of Social Affairs (MOSA) is the Government Lead Ministry for the sector and supported by United Nations High Commissioner for Refugees (UNHCR) and IOM. Integrating Site Coordination into the sub-national responses is a critical priority. Under overall supervision of the Head of Programmes (HoP) and direct supervision of the Emergency Coordinator (EC), the Programme Coordinator (Subnational Sector Coordination) will be responsible for supporting Site Management and Coordination subnational sector with particular focus on the following functions:
Core Functions / Responsibilities:
- Participate and represent the best interests of the Site Management and Coordination (SMC) Sector at the subnational level in discussions with the subnational Inter-Sector Coordination Group (ISCG).
- In consultation with subnational sector colleagues and partners, identify core advocacy concerns and contribute key messages and ensure broader, multi-sectoral advocacy initiatives.
- In coordination with sector partners and relevant authorities update the SMC sector strategy and response plans and feedback to the national sector coordinators with inputs on the Lebanon Response Plan coordination framework, Flash Appeal and the Lebanon HCT Contingency Plan, and contribute to guidance notes on thematic issues inline with these plans.
- Establish and strengthen SMC Sector sub-national coordination structures across the four coordination regions to facilitate adequate coverage and promote efficient and clear reporting lines.
- Ensure adequate reporting and effective communication and information sharing with all SMC partners, sub-national SMC coordinators, sector leads, ISCG, National and local authorities, and other relevant actors at subnational levels.
- Ensure adequate monitoring mechanisms are in place to assess the impact and progress of interventions by SMC sector partners against implementation plans and overall SMC sector targets.
- Organize joint subnational field missions, needs assessments and reviews among sector partners and participate in joint inter-sector needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are evidence-based.
- Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all sector partners.
- Promote localization initiatives (local solutions and local adaptation).
- Promote and support efforts at subnational level to strengthen the capacity of SMC sector partners, local authorities, Non-Governmental Organizations (NGOs), UN agencies, civil society, and members of displaced and host communities including through sustained site management and coordination trainings, coaching and mentoring.
- Promote and facilitate the integration of cross-cutting issues such as age, gender, environment, etc. in every phase of the planning and implementation of SMC interventions at a subnational level.
- Undertake duty travel relating to SMC activities as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Development, Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in humanitarian programmes sector coordination.
- Experience working with cluster and cross-cultural settings.
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
- Experience with project and resource management.
Skills
- Knowledge of the region is an advantage;
- Sound and proven understanding of internal and international IDPs standards, best practices, issues and related issues;
- In depth knowledge of the broad range of migration related subject areas dealt with by the organization;
- Proven technical competence and experience in all aspects of camp coordination and management;
- Computer/software literate, preferably advanced skills in Excel, PowerPoint, SPSS, Kobo Toolbox, ODK and report writing;
- Proven experience in conducting field research and preparing research reports;
- Knowledge of the migration context in Lebanon and the region; and,
- Knowledge of IOM’s mandate and activities is a distinct advantage.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or French and/or another official UN language (Chinese, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
