Context:

Under the overall supervision of the Head of Office in Lebanon, the direct supervision of the Head of Programmes, and in close coordination with the Regional Thematic Specialist (RTS) at the Regional Offices as well as other relevant IOM Offices, including Country Office (CO) Republic of Korea and CO Armenia, the Senior Programme Manager (Livelihoods) will be responsible for the development, management and implementation of IOM Lebanon’s Emergency, Recovery, and Resilience Programme, which includes the multi-country, multiyear Empowering Livelihoods and Economic Vitality in Fragile and Conflict Zones (ELEVATE) Livelihoods project funded by Korea International Cooperation Agency (KOICA).

The Senior Programme Manager (Livelihood) is expected to carry out the duties in accordance with the strictest ethical standards and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. Oversee the overall development, high-quality implementation, and timely monitoring, evaluation and reporting of IOM Lebanon’s Emergency, Recovery, and Resilience (ERR) programme, including the multi-country, multi-year ELEVATE Livelihoods project. Recommend or take corrective action to improve programme delivery and coordination, as necessary.
  2. Exercise administrative, operational, programmatic and financial resources management for relevant projects and programmes.
  3. Substantively participate in the development of the mission’s strategic planning and programme portfolio with expert technical inputs, analyses, authoritative advice and recommendations, ensuring alignment with IOM’s mandate and priorities, while ensuring compatibility with key stakeholders, partnership with central and local authorities and alignment with IOM’s overall strategic direction.
  4. Establish an integrated approach to programme delivery in Lebanon.
  5. Provide overall management, supervision and guidance to relevant programme staff on implementation, project development, public information, donor relations, government liaison and information management; ensure consistency and coherence across programme activities.
  6. Provide specific oversight to KOICA requirements for related projects, including planning, implementing, monitoring, reporting and documentation, making sure these are high-quality and produced to standard as expected by the donor; specifically, in coordination with the Republic of Korea, in relation to the multi-country, multi-year ELEVATE Livelihoods project.
  7. Pro-actively identify and pursue new funding opportunities, identifying strategic programme priorities, in relevant areas in line with IOM mandate and expertise and prepare high-quality project proposals, ensuring compliance with donor requirements and IOM policies.
  8. Ensure all reporting requirements are met in compliance with donor and IOM requirements, including preparing and disseminating various reports, including donor reports, information products, communications and visibility materials, for donors, government authorities and other relevant stakeholders and ensuring timely submission.
  9. Develop, establish and manage working relationships and partnerships with key stakeholders, including local government authorities, donors, civil society, the private sector, and notably Korean Non-Government Organisations and/or Peacekeepers where present to advise and guide project staff, donors, local authorities and other project partners to ensure programme objectives are met, to resolve project performance challenges, to advocate for new activities, and to lead resource mobilization efforts.
  10. Represent IOM Lebanon in the relevant policy and technical working groups established under the Lebanon Response Plan (LRP), UN Sustainable Development Cooperation Framework (UNSDCF), and the Reform, Recovery, and Reconstruction Framework (3RF), as well as, and in coordination with the Middle East and North Africa (MENA) Regional Office, the Regional Refugee Response Plan (3RP).
  11. Lead knowledge management and capacity building activities for programme staff and relevant partners, government officials, and other key actors.
  12. Ensure conflict sensitivity, accountability to affected populations, gender, disability, and protection mainstreaming in project planning and implementation.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Minimum seven years of relevant working experience in the development, implementation and management of livelihoods and/or community stabilization programming in hardship duty stations and emergency and development settings with complex operating environments;
  • Demonstrated experience in the field of migration or refugee response, including prevention, preparedness, emergency, transition, and recovery (specifically, livelihoods, small and medium-size business support, and community stabilization);
  • Work experience in the MENA region or on the Syrian conflict and its impact on the affected population is an asset;
  • Experience in livelihood and community stabilisation operations and in liaising with governmental authorities, other national and/or international institutions, and UN and/or international non-government organisations;
  • Proven experience in budget formulation, financial reporting and financial management and administration; and,
  • Experience in developing and maintaining partnerships with government counterparts, UN agencies, donors, and Non-Governmental Organizations (NGO) partners, preferably with KOICA.

Skills

  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization and an understanding of complex social-political and cultural environments;
  • Excellent writing skills and knowledge of IOM project development procedures (including IOMs Project Information and Management Application – PRIMA) and processes;
  • Knowledge of financial rules and regulations;
  • Knowledge of monitoring and evaluation;
  • Excellent people and communication skills and demonstrated;
  • Knowledge of UN and bilateral donor programming, preferably with KOICA; and,
  • Knowledge of humanitarian structures and inter-agency coordination mechanisms, especially in relation to livelihoods, resilience, economic recovery, social stability and other relevant areas of responsibility.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Korean is highly desirable, and Arabic, French, and/or another official UN language (Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
