The Monitoring and Evaluation Officer (M&E) is responsible for developing a Monitoring, Evaluation and Learning Plan derived from the project’s results framework in addition to collecting, analyzing, and reporting project indicator data. The M&E officer will also be responsible for developing adequate information / data registration system and ensuring accurate and up to date data management. Responsibilities/duties: S/he is responsible to plan, coordinate and monitor own work plan and those under his/her supervision, according to established priorities and work plan. S/he ensures regular coordination with Field Coordinator from the North and the South to guarantee accurate information gathering, storage and reporting according to the Data Protection Standard Operating Procedures (SOPs) endorsed at Mission level. In order to empower the data collection system, and under the supervision of Programme Manager, S/he develop the information/data registration system through the implementation of required tools and instruments, S/he is responsible for establishing and maintaining the program and projects monitoring and evaluation plans, according to the project document log frames and indicators. S/he is responsible for establishing and overseeing the processing of personal data, to ensure that both the Data Entries and the Master databases are properly filed and organized. S/he is responsible for organizing, filing and guarantying confidentiality of documents and forms used to collect sensitive data according to Protection of Data SOPs adopted at mission level. Develop data collection tools for beneficiaries, That include but are not limited to base -line and end-line surveys, FGDs, individual feed-back sessions for measuring impact and results as well as obtaining views and opinions. S/he is responsible for preparing consolidated progress reports for program and project activities including achievements challenges and lessons learned Relevant to their function to be shared with the supervisor on a regular basis. S/he actively participate in coordination mechanism/national trainings and relevant coordination meetings for M&E purpose, according to the suggestion/recommendation of the supervisor. S/he supports the process of impact assessment the impact of NAFE program, by collecting and analysing data, based on which S/he provides solid analysis of protection concerns and trends; needs and gaps in specific areas of the Kingdom; impact of the ongoing projects and program; possible way forward. And acting as evaluation manager for the project’s Mid-Term Review and End-Term Evaluation Under the direct supervision of the Project Manager, s/he will conduct regular visits to field offices to monitor the correct implementation of data collection procedures S/he will perform any other tasks requested by the direct supervisor in the framework of the activities foreseen by NAFE program in Jordan. Job Requirements: University degree in any of the followings: Statistics, Information management, Social Science, Demography, Social studies or any related field. Ideally at least 3 years of job-related experience in Monitoring and evaluation in addition to the humanitarian sector and progressive responsibility. Field experience and in–depth knowledge of refugee’s assistance issues. Proven experience with strategic planning approaches, design and implementation of M&E systems; methods and approaches and data/ information analysis. Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook) and software for creating and managing databases (Database Management System applications). Proven experience in dealing with local authorities, community members and local partners. Strong competency in logistics principles and processes. Strong communication and reporting skills. Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks. Strong interpersonal and intercultural skills. Ability to work under high pressure. Excellent time management skills and resourcefulness with attention to details. Ability to create reports and maps and analysis of information Fluency in English. Second UN language is an advantage. Ability to monitor own/unit work plans and willingness to travel to the field on missions. Knowledge on software programming is an asset.
