THE POST.
Context
Bioforce is looking for a Project Coordinator for its Africa entity located in Dakar (Senegal).
Reporting to the Director of Bioforce Africa, you are responsible for the general coordination of projects and the development of new projects.
The Project Department proposes, leads and develops projects to strengthen the capacities of actors involved in crisis preparation and response (tailor-made projects and training for organizations in the International Solidarity sector). The expertise of the Project Department is project engineering, planning, evaluation and relations with partners (national and international donors, NGOs).
Your missions will be to:
Ensure project coordination, management and engineering
- Ensure the quality of the activities implemented and their adequacy with the general objectives of the projects
- Ensure the operational development of projects: validation of reference documents and framing of projects (diagnosis, planning, monitoring, evaluation)
- Coordinate and monitor the launch and implementation of projects (monitoring of planning, activities, mobilization of resources) until their technical and financial closure;
- Ensure internal and external reporting, in particular monitoring of indicators
- Develop, formalize and monitor technical and operational partnerships
- Validate communication documents in relation to its geographical scope
- Ensure the development and management of project budgets and the proper execution of expenditure (budgetary responsibility)
- Manage the relationship with donors and coordinate the drafting of activity and financial reports
- Ensure, by delegation, the management of security linked to projects and missions, according to needs (updating security documents, security briefing, security monitoring, contingency plan)
- Contribute to the capitalization of implemented projects
- Ensure the functional coordination of all activities implemented by Bioforce
- Developing a Country Operational Strategy
- Manage and coordinate communication between the different departments involved in order to ensure the coherence of the project
- Develop the schedule and ensure that it is adhered to.
- Be the point of contact during meetings and write up minutes which are sent to everyone.
- Manage the budget and be proactive if decisions are necessary in the allocation of resources (IT resources, financial resources, human resources, etc.).
- Identify risks and assess the criticality of available resources.
Ensure the development of new projects
- Identify potential donors and monitor calls for tender/projects; development of new projects
- Participate in responding to calls for tender and calls for proposals/grant requests
- Coordinate and manage the development of new projects; draft concept notes and project proposals with the support of the field and the organization’s internal and external resources;
- Ensure the deployment of the project on different aspects (quality of deliverables, compliance with the schedule, progress on digital projects, budget monitoring, etc.).
- Manage and monitor the contractualization of new projects with the support of support functions
- Represent the Institution in relation to the responsibilities held;
- Seek partnerships, funding and write project proposals.
Develop new missions with the support of support functions
- Participate in the recruitment of project teams and consultants
- Support and organize the work of teams
- Manage activities delegated to project teams and other stakeholders (field and headquarters)
- Ensure and coordinate cross-functional management in conjunction with entity management and head office support services
- Work across departments with internal resources (IT, marketing, finance, HR, etc.) and external resources, particularly through the management of service providers.
DESIRED PROFILE.
Knowledge and experience
- You have at least 5 years of professional experience, including 2 years in project management (project management and leadership, project methodology tools, project cycle, reporting).
- You have solid knowledge of the humanitarian action sector and in particular of the Africa region.
- Experience in coordinating and implementing projects in the vocational training and/or integration sector is highly appreciated.
- You know the professions in the humanitarian action sector and its developments.
- You are familiar with the HR issues and policies of organizations and their developments.
- You have knowledge and/or experience of the financing rules of the main donors.
- Experience in training engineering and knowledge of training systems for

- You have real managerial skills and know how to manage teams remotely.
Training
BAC+ 4/5 Project Management/Management/Engineering, Masters in International Relations or Humanitarian Law or any other equivalent field.
Qualities
- You are rigorous and organized. You know how to manage priorities and are proactive.
- You are responsive, autonomous, diplomatic. You know how to work within an imposed framework.
- You have excellent listening and communication skills, as well as excellent writing skills.
- Ability to work in multidisciplinary teams
- Professional English (written and oral) level C1
- Proficiency in office and collaborative tools (Word, Excel, PowerPoint, videoconferencing, etc.)
- Sense of priorities, assessment and prioritization of needs
TERMS.
Date of integration
As soon as possible
CONTRACT
6-month fixed-term contract evolving into a permanent contract (possibility of partial teleworking)
