The Norwegian Refugee Council (NRC) is an international non-governmental organisation based in Oslo, Norway that works in over 40 countries providing humanitarian assistance to the most vulnerable populations. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal aid, education, shelter and infrastructure, water and sanitation, and livelihoods interventions.

NRC is an organization with a high international reputation in humanitarian assistance and has been working in Latin America for more than 30 years, leading humanitarian action in many of the countries where it operates.

In Mexico, NRC has been collaborating with local partners since 2019 and is now expanding its reach, starting activities through direct implementation in the States of Veracruz, Coahuila and Mexico City, with more than 20 collaborators hired by NRC in Mexico, providing assistance to displaced people in the intervention areas in the country.

1. Objective

If you are an influential leader who has a track record of fostering a collaborative environment and building effective teams, and the ability to collaborate with others while building strong relationships, then this position is for you. NRC Mexico is currently seeking a person for the position of Livelihoods and Food Security Team Leader (LSFS) who will ensure proper advice, execution and support to all programs in Mexico City and other sites in Mexico under the jurisdiction of LSFS, specifically in the area of ​​​​”Durable Solutions and Integration” (DSI) for the internally displaced population, at risk of displacement, deported people with protection needs, people with international protection needs, and population benefiting from food assistance.

2. Main Responsibilities

  1. Ensure that projects are directed at the target population defined in each country’s strategy and explore and evaluate new and better forms of aid, always including a gender perspective.
  2. Contribute to the determination of all possible options for implementing sustainable programs, involving private actors, humanitarian actors and government institutions with clear exit strategies.
  3. Together with the Mexico Area Manager and Competition Coordination, create work plans for MSVA/SDI staff and partners.
  4. Collaborate with the Area Manager in the development of a mapping and a network of actors (public, private and humanitarian) in order to establish relationships and collaborations for the implementation of the Durable Solutions and Integration program.
  5. Update/collaborate to build, together with the Programs team, the operational standards for MSVA/SDI.
  6. Execute a work plan that includes a needs assessment, risk and vulnerability analysis, and employment and market assessment in the areas of intervention with MSVA/SDI programs.
  7. Create collaborations with Partners, companies and institutions with the aim of training beneficiaries/participants and staff in international standards related to MSVA/SDI such as SPHERE, MERS, CHS, LEGS, ILO, biocircular economy, country standards and others as necessary.
  8. Participate in national coordination spaces related to MSVA/SDI.
  9. Together with the budget manager (Area Manager), monitor the implementation of resources allocated to MSVA/SDI programs.
  10. Perform quality control and provide technical support to involved staff operating MSVA/SDI in the office and to the programmatic team.
  11. Support the preparation of proposals and reports for programs in which MSVA/SDI has been involved.
  12. Regularly report on project progress, difficulties, and lessons learned to the Mexico Area Manager.
  13. Provide feedback, evaluate, promote and document, together with M&E: technical improvements, good practices, lessons learned and other options for the development of MSVA/SDI programs.
  14. Facilitate and support the coordination of MSVA/SDI program activities with logistics and financial teams.
  15. Ensure that information on reconciliation of deliveries of any input (in-kind, CFP) is transparent, up-to-date and complete in accordance with NRC guidelines and donor requirements.

3. Professional Competencies

  • Bachelor’s degree studies related to the competence (agriculture, development, nutrition, sustainability, micro-enterprises, employability, livelihood training).
  • Minimum three (3) years of professional experience in similar positions and supervising staff.
  • Previous work in complex, humanitarian and/or recovery contexts.
  • Leadership skills and knowledge generation.
  • Studies related to the competence (agriculture, development, nutrition, sustainability, micro-enterprises, employability, livelihood training) at a minimum university level.

Specific skills, knowledge and experience of the context :

  • Knowledge of participatory and community-based methodologies for the implementation of livelihood projects.
  • Solid knowledge in project execution, monitoring and evaluation (Project Cycle Management – PCM, Results-Based Management – RBM).
  • Experience working with humanitarian organizations, the private sector, donors or international agencies.
  • Experience working with vulnerable groups and ability to demonstrate sensitivity to conflict.
  • Experience working integrated with any of the other NRC competencies.
  • Documented experience in positions of similar responsibility.
  • Excellent oral and written communication skills.
  • Demonstrated knowledge and skills in MVSA analysis, cash transfer program-based interventions, value chains, and agricultural system-based programs.
  • Specific knowledge in preparing needs analysis
  • Handling of Office 365 tools (Word, Excel, Power Point) and collaborative platforms (SharePoint, Google drive, Zoom, Miro or similar)

Desirable skills and knowledge:

  • Intermediate/advanced knowledge of English and indigenous languages ​​of Mexico is desired.
