The International Development Company, a Research & Development firm headquartered in Quebec, Canada, is looking for experts with the profiles below for a project in Burundi.
Qualifications and Professional Experience
4. GIS Specialist (Geomatics Specialist) with at least 5 years of professional experience. He must have completed at least 3 similar missions on electrical projects in the last 5 years. He will be in charge of collecting electrical data (networks and other equipment) with spatial reference, creating the geo-data base and cartographic visualization of the different electrification schemes selected within the framework of the project.
Mission objectives
This will involve carrying out studies, the result of which will be to produce the deliverables in the form of the following reports:
1. Feasibility study or Preliminary Draft (APS);
2. Detailed Preliminary Design Study (APD);
3. Produce a Call for Tender Document (CTD) as well as
4. Environmental and Social Impact Study (ESIS), Environmental and Social Management Plan (ESMP) and Resettlement Action Plan (RAP).
The study area covers ninety-five (95) hills not yet electrified and partially electrified in the provinces of Bubanza and Bujumbura.
The specific objective is to conduct a detailed, bankable technical study, ready for seeking financing for the execution of the project. The challenge of the project aims at improving the socio-economic conditions of the beneficiary population.
Job Description
- Feasibility Study – Summary Preliminary Project (APS)
- Collection of general technical data (technical specifications of equipment and materials) for all sites covered by this study;
- Analysis of electricity demand in 95 localities covered by this study;
- Conduct a load flow analysis at the distribution network level of the localities targeted by this study. This analysis will make it possible to determine voltage drops in order to reduce them and to take corrective measures to lead to an optimum network;
- Technical, economic and financial analysis of the project;
- Preparation of provisional versions of the Environmental and Social Impact Study of the project (ESIA), Environmental and Social Management Plan (ESMP) and the Resettlement Action Plan (RAP) (the ToRs are in the appendix);
- Development of estimated project costs by component.
- Preparation of the Detailed Preliminary Project (APD)
- Based on existing studies and more specifically on the basis of the feasibility study mentioned above, take stock of the situation and finalize the technical description of the infrastructures and works concerned by the components of the Project.
- Preparation of the final versions of the Environmental and Social Impact Study of the project (ESIA), the Environmental and Social Management Plan (ESMP) and the Resettlement Action Plan (RAP)
- Establish technical specifications for supplies, provide all required sketches and georeferenced plans of the project and define the procedures to be followed for the implementation of the project.
- Establish the general forecast schedule for the execution of the project, as well as the execution schedule specific to each component.
- Preparation of specifications and price lists.
- Preparation of Call for Tender Documents (DAO)
- Prepare the call for tender documents (DAO), according to the format, rules and procedures of the World Bank, for all components of the project that will be identified by the Consultant.
Without being limiting, the Consultant must do:
- A collection of data and information relating to the layout of MT and BT distribution lines, including associated transformer stations, with a demand forecast;
- A technical analysis and cost estimate, taking into account social and environmental aspects, of the solutions to be adopted;
- A detailed description of a high-performance, low-cost solution for investments with the definition of specifications and requirements for the implementation of this solution;
- Preparation of the feasibility study (APS), the Detailed Preliminary Design Study (APD), the Environmental and Social Impact Study (EIES), the Environmental and Social Management Plan (ESMP), the Resettlement Action Plan (RAP) and the input data (maps, plans, etc.) with a view to finalizing the Call for Tender Documents (DAO) for the implementation of the best proposed solution.
