Context

Project Description
Miyamoto International, Inc. is implementing the USAID/BHA Strengthening Community Resilience Program in Haiti, which focuses on disaster risk reduction to improve community preparedness and resilience to natural hazards. The program aims to strengthen the technical capacity of disaster risk management authorities and improve sanitation and waste management systems, with the goal of reducing the number of lives lost, minimizing injuries, and mitigating social and economic disruption caused by disasters. Key program elements include community awareness campaigns, capacity building initiatives for local authorities and engineers, and the development of data-driven national disaster risk management policies. In addition, the program focuses on improving sanitation and water supply systems, engaging the private sector, and promoting sustainable waste management practices. These interventions are aligned with USAID/BHA objectives of community resilience building, capacity building and disaster risk management policy.
Scope of application
Miyamoto International is seeking environmental experts to assist in the development of a Post-Disaster Debris Management Plan (PDMP) for northern Haiti. The expert will be responsible for providing technical information and conducting environmental assessments related to debris removal, identifying or evaluating potential disposal sites, and ensuring compliance with environmental best practices for debris removal and disposal. This will include assessing environmental conditions, potential contamination risks, and the impact of debris management on local ecosystems. The expert will also assist in the development of guidelines for the treatment of hazardous waste and materials such as carcasses and other sensitive debris.
Responsibilities
The consultant will report directly to the National Director for Haiti and will be placed under her direction and supervision; he will work in collaboration with the persons she will have designated.
The consultant’s responsibilities and activities include, but are not limited to:
- Assessment of disposal sites :
- Evaluate and propose suitable sites for debris disposal, taking into account environmental conditions such as topography, flood risks and potential water and air contamination.
- Review and assess the land ownership, accessibility and geotechnical conditions of each proposed site.
- Ensure that disposal sites comply with environmental regulations and criteria relating to public health, cultural heritage and environmental conservation.
2. Environmental Impact Assessment (EIA):
- Conduct an EIA for each proposed disposal site to identify potential risks and mitigation measures.
- Analyze the possible impact on water bodies, air quality, local biodiversity and surrounding communities.
- Prepare recommendations to mitigate negative environmental impacts during the debris removal phase.
3. Management of hazardous debris:
- Establish procedures for the management of sensitive and hazardous debris, including carcasses, hazardous materials and other potentially hazardous waste.
- Work with stakeholders to define appropriate handling, transport and disposal methods to avoid contamination or public health issues.
4. Stakeholder consultation:
- Collaborate with local and national stakeholders, including government agencies and private sector partners, to ensure that environmental considerations are integrated throughout the PDMP.
- Provide technical advice and support in the development of a regulatory framework for debris management, where appropriate.
5. Report:
- Provide detailed reports on disposal site assessments, EIAs, findings, recommendations and debris management strategies that ensure environmental sustainability and compliance with international standards.
Candidate Profile / Minimum Qualifications:
- Education :
- Degree in environmental science, environmental engineering, geotechnical engineering or related fields (Master’s degree preferred).
2. Experience:
- At least three years of experience in environmental assessment, waste management or debris management in post-disaster settings.
- Proven experience in conducting Environmental Impact Assessments (EIAs) and working with local stakeholders in disaster response.
- Knowledge of Haitian environmental laws and regulations or similar regional frameworks.
3. Skills:
- Strong analytical skills for environmental impact assessment and resource management.
- Excellent communication skills in French and/or English, with the ability to produce clear and concise reports.
- Proficiency in GIS software and other environmental assessment tools.
Desired qualifications:
- Experience :
- Experience working in disaster recovery or post-earthquake environments, particularly in Haiti or the Caribbean region.
- Familiarity with international disaster management standards, including those established by the United Nations, USAID or similar agencies.
- Experience in managing hazardous materials and sensitive waste in post-disaster situations.
2. Certifications:
- Certification in environmental management or waste management is an asset.
3. Skills:
- Experience working with multi-stakeholder teams and in cross-cultural contexts.
- Knowledge of disaster risk management frameworks and policies
