Recruitment Decentralization Project Manager M/F
Context and Mission:
As part of its 2020-2025 roadmap, the MSF-France Recruitment Service has initiated a reform that aims to facilitate the composition of more mixed, more coherent and more inclusive teams in the MSF fields. The reform consists, among other things, in mobilizing the different MSF entities more widely in order to ensure much more effective coverage of the different recruitment sources. This is done by proposing the most appropriate access conditions to potential candidates. This so-called “decentralized” approach has already materialized through the development of new recruitment units in the regional platforms of West Africa and the Middle East.
For this new phase, the goal is to extend the decentralization system to MSF missions. On the one hand, by making the 35 countries of intervention as many possible entry points for the international pool, and on the other hand, by reducing the gaps between local and international recruitment through a rapprochement of expertise, practices and recruitment standards.
The Recruitment Decentralization Project Manager will be responsible for organizing the deployment of the system in the missions, through the support of the main stakeholders (HR and managers), the orientation of Recruitment expertise from headquarters to the field, and the revision of the tools and methodological frameworks.
Main responsibilities:
Reporting to the recruitment department manager, he/she will mainly:
- Participate in defining recruitment decentralization strategies and processes .
- Organize the distribution of roles between the different actors in collaboration with the relevant HR departments and HR platforms.
- Manage internal communications, define and create information media, and coordinate their distribution in the field and in the relevant departments at headquarters.
- Define and build the recruitment tools needed for field teams and coordinate their distribution.
- Adapt the messages of the MSF training recruitment modules for HR field staff, in collaboration with the training department; Coordinate the updating of these modules.
- Identify and solicit relevant or high-potential fields, support the analysis of recruitment sources and channels, collect requests for field support.
- Coordinate with OCP recruitment platforms and teams the support provided to the field: prioritize, organize, supervise.
- Ensure the management and capitalization of the initiatives undertaken. Define impact evaluation mechanisms.
Profile sought
Education/Experience:
- You have a minimum of one year of field experience, including at least 2 missions with MSF (experience in a Coordination role is desirable).
- You have recruitment experience in the MSF movement for the international pool. Or very extensive recruitment experience on an international scale in a comparable organisation.
- You have experience and a real appetite for training.
- You have advanced knowledge of project management.
Languages: You speak and write French and English fluently (level C1)
Skills and abilities:
- Diplomatic, organized and with good synthesis skills, you know how to work in a team and under pressure.
- A good listener and with good interpersonal skills, you express yourself in public with ease.
- You are a teacher.
- You are mobile internationally, in MSF fields, including to areas with a high security context.
Status: 9-month fixed-term contract – Executive position, based in Paris (50%) and in the field (50%). Headquarters/field time distribution negotiable.
Due to administrative constraints linked to the duration of the contract, candidates must already have a work permit in France (citizen of the European Union) or a residence permit allowing them to work on French soil.
Salary conditions:
€46.78k gross annual over 13 months.
22 days of RTT per year. Health insurance 100% covered by Médecins Sans Frontières. Meal vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). Public transport ticket 50% covered.
