Cesvi is a secular and independent association founded in Italy in 1985 that works for global solidarity and the ideal of social justice through humanitarian development actions. The very name CESVI, Cooperazione e Sviluppo (Cooperation and Development), expresses its philosophy of action, based on promoting the protagonism of its beneficiaries in favour of their own progress, so that international aid is not reduced to a temporary charitable action, but rather promotes authentic sustainable development of the most needy populations.

Since 2019, Cesvi has been working in Venezuela on initiatives to protect children, adolescents and women in highly vulnerable conditions, including survivors of sexual abuse and exploitation.

Since 2022, Cesvi has been implementing projects of: “Multisectoral humanitarian assistance to address the urgent needs of the most vulnerable people in Venezuela” which aims to strengthen the availability of protection services, primary health and humanitarian assistance to the most vulnerable people and communities affected by the crisis.

Objectives of the Position

General Objective:

Ensure the existence of conditions in terms of access and security for the execution of the project, ensuring that it is developed in accordance with the results foreseen in the logical framework, the security plan and ensuring proper coordination between the support and program areas under the direct and functional supervision of the Project Manager.

Specific objectives

Ensure the existence of minimum access and security conditions for the implementation of activities in the territory.

• Manage the permits required by local actors for access and the correct implementation of CESVI activities in the territory.

• Perform security diagnostics in the implementation spaces and access routes, keeping it updated during the execution of the project.

• Identify and develop a response flowchart for potential security incidents in the territory.

• Monitor staff security during field mobilizations and execution of activities

• Know and incorporate the Cesvi Safety Manual, report and inform safety events to the project manager.

• Ensure that projects, actions or selection criteria do not put beneficiaries, partners or anyone else at risk of harm.

Represent Cesvi in ​​inter-institutional coordination spaces

• Represent Cesvi in ​​the area of ​​operations and attend all relevant forums/meetings to strengthen the organization’s position

  • Participate in advocacy spaces at the local level with government institutions and other key actors present in the territory to ensure the complementarity/non-duplicity and relevance of CESVI’s intervention in the selected territories during the execution of the project.

• Strengthen relationships with local authorities, members of the international community and other actors and partners in implementation at the local level.

• Participate in state-level coordination forums, relevant workshops, round tables and working groups at the local level.

• Maintain an updated list of external contacts in the territory, integrating the relevant key actors who in one way or another influence the correct execution of the project.

Constantly monitor project activities and provide timely information and feedback to the project manager.

• Ensure compliance with the results and indicators, in accordance with the provisions of the M&E plan, in coordination with the Protection Management

• Develop project tracking tools and documents related to the implementation and monitoring of activities (Gantt chart, operational plan, purchasing projections, monthly monitoring reports, among others).

• Provide regular analysis of the humanitarian context and situation for the development of project proposals.

• Support the design of new project proposals from a local perspective.

• Comply with internal reporting requirements, contribute to and ensure the quality of external reporting from the operations area.

• Support and guide program team professionals in preparing monitoring reports and reports to donors.

• Prepare monthly reports on project execution, integrating the work of the different areas and identifying critical nodes and areas for improvement during the intervention.

• Inform and alert the project manager of any anomalies in the project (administrative, programmatic, human resources level, etc.)

Ensure proper coordination between support and program areas for project implementation.

• Manage the effective and appropriate use of assets, financial resources and facilities in accordance with the organization’s procedures.

• Monitor the financial planning of the office projects, in coordination with the Administration and Finance Unit.

• Develop, in coordination with the technical team and the base administration and logistics unit, the base purchasing plan based on project execution times.

• Monitor purchasing processes, ensuring that they go hand in hand with project implementation processes.

• Promote the principles of transparency, traceability, efficiency and optimization in the management of available resources.

Others

  • Advocacy and advocacy to identify other project development opportunities in the territory.
  • Ensure compliance with all CESVI policies and institutional protocols for information confidentiality in the development of all activities.
  • Actively participate in territorial coordination spaces for the management of natural emergencies.
  • Follow up on training processes for staff associated with the Code of Conduct, Safeguarding, Code of Ethics, etc.
  • Carry out those tasks inherent to the position that are requested according to the situation and needs.
