The ongoing war in Sudan, which escalated in April 2023 between the SAF and the RSF, has resulted in a humanitarian catastrophe of unprecedented scale, with approximately 30 million people who require humanitarian assistance, and 14.5 million people displaced, including 11 million internally. Sudan is currently classified as a “hotspot of highest concern” for acute food insecurity by the Hunger Hotspots report underscoring the urgent need to address life-threatening food shortages, malnutrition, and livelihood support in the most vulnerable regions. According to the Integrated Food Security Phase Classification (IPC) report from September 2024, approximately 25.6 million people in Sudan – about 54% of the population – are facing high levels of acute food insecurity. Moreover, exacerbated by ongoing conflict, Sudan is grappling with a severe health crisis, with 80% of facilities out of service in active conflict zones and 45% in other areas, having significant impacts on mortality rates and disease prevalence.
Darfur, a region long affected by conflict and instability, has experienced an escalation of violence over the past year, worsening pre-existing vulnerabilities. An estimated 9 million people in Darfur will require humanitarian assistance in 2025, with 48% of all IDPs from the conflict seeking refuge in this region.
The humanitarian crisis in Sudan has disproportionately affected persons with disabilities. They face significant challenges to equally access humanitarian assistance due to attitudinal, physical and communication barriers which hinder their participation and inclusion in humanitarian action. These barriers have contributed to heightened protection risks, exclude persons with disabilities from receiving equal assistance and disproportionately expose them to further harm, neglect, violence
DESCRIPTION OF THE MISSION
In 2024, Humanity & Inclusion (HI) and a national NGO has started a project in Sudan focusing on physical and functional rehabilitation, MHPSS, Protection and Inclusive Humanitarian Action activities. In 2024, HI got registered in Sudan, and several opportunities are pursued allowed positive perspectives in terms of scale-up of the response (from both geographical and sectoral perspectives) and fundraising.
In 2025, HI plans to scale-up significantly its response in Sudan with key priorities in terms of geographic footprint (both in east and west) including Khartoum, in terms of sectors of intervention (physical rehabilitation, food, WaSH, disability-inclusion) while developing several modalities of intervention (direct, remote partnership, etc.). HI has engaged several consortiums and donors.
Your mission as the Stimulation Therapy Project Manager
Under the supervision of the Area Manager, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in Sudan. The main role will be the implementation and monitoring of stimulation therapy activities for children suffering from severe acute malnutrition in the project area. You will ensure the optimization of quality and impact of project activities through a delegation system with appropriate control mechanisms. With all the other HI managers, you share responsibility for the sound management and effective functioning of the global organisation.

You will have 4 missions:
Mission 1: Management
- Manager as a role model: embody HI’s values on a daily basis, and be a role model.
- Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
- Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
- First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.
Mission 2: Strategy and steering
- Contribute to the Sudan operational strategy (StratOp).
- Draft new project proposals for the continuity or expansion of the project.
- Contribute to the drafting of new proposals for new opportunities, if necessary.
Mission 3: Operational implementation
Under the supervision of the Area Manager and with the technical support of the Emergency Rehabilitation Specialist and the Technical Head of Programme of the mission and in close collaboration with the Finance, HR and Logistics departments, the Stimulation Therapy Project Manager is responsible for the implementation of the Stimulation Therapy project in accordance with the logical framework and the budget allocated.
The Stimulation Therapy PM will be responsible for managing a team of national physiotherapists and a rehabilitation technical officer (TO) expert on rehabilitation and pediatrics. This role includes overseeing the training of physiotherapists and facilitating the implementation of the project’s technical framework. Responsibilities include:
Responsibility 1: Ensure the implementation of the Stimulation Therapy project, in line with the logical framework and allocated budget
- Steer the project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will not be met.
- Ensure that activities and the associated resources are planned, and implement the action plan.
- Ensure that activities are implemented in line with the project proposal and the allocated budget.
- Ensure project reporting, internally (within the Sudan programme) and externally (reporting to funding bodies, authorities and/or partners).
- Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table
- Prepare and manage partnerships with the project implementation partners.
- Guarantee the proper archiving of information.
Responsibility 2: Ensure that project implementation complies with the existing frameworks
- Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender- Disability policies) and the other HI internal standards.
- Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies.
- Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and advisors with expertise in the project themes.
Responsibility 3: Ensure project monitoring, evaluation, accountability and learning
- Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
- Develop and implement the project evaluation plan.
- Ensure that the project is accountable to the local stakeholders.
- Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalising on the acquired knowledge.
Responsibility 4: Ensure project data management
- Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards.
- Ensure that data related to the project is collected and compiled in the project database.
- Carry out regular checks and makes any necessary corrections to the activity database.
Responsibility 5: Coordinate the teams involved in the project
- Facilitate coordination meetings between his/her direct team and the support services located in the area when necessary.
- Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.
- Facilitate the project steering committee.
Responsibility 6: Contribute to external project communication
- Contribute to HI’s external influence by taking part in networks, when required.
- Communicate about the project to partners, authorities and stakeholders when relevant.
Mission 4: Emergency Preparedness and Response Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/her team according to the humanitarian priority, in order to ensure a quick and efficient response by HI.
Requirements
- You have a degree in physiotherapy;
- You have at least 2 years’ experience in providing technical support for rehabilitation for children or stimulation therapy programmes;
- You will have experience of implementing stimulation therapy , pediatric rehabilitation programmes and be familiar with technical issues relating to special needs and rehabilitation;
- You have a good knowledge of the different schools of thought and models explaining disability, as well as strategies for combating exclusion and discrimination;
- You have an excellent command of all aspects of project management
- You will be flexible, have a good sense of priorities and be able to put forward proposals. You will be resistant to stress and uncertainty, and be able to work in an unstable security environment;
- You have good writing, analytical and supervisory skills;
- You know and like how to work and collaborate within a multidisciplinary team;
- You have a good command of written and spoken English. Arabic is a strong asset.
