ADMINISTRATIVE AND FINANCIAL DIRECTOR – ADMINISTRATIVE AND FINANCIAL DIRECTOR
Place of work: LYON – Association headquarters
Contract: Permanent contract, expected start date June 2025
Conditions: Executive status, gross annual salary €46K to €51K depending on profile, meal vouchers and mutual insurance covered at 60%, teleworking possible 2 days/week
PRESENTATION OF TGH

Founded in 1994, TGH, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in the areas of water, hygiene and sanitation, civil engineering, food security and livelihoods, education and protection. TGH currently works in 10 countries in Africa, Asia, Europe and the Middle East.
JOB
Reporting to the Director General, the CFO contributes to the definition and implementation of the Association’s budgetary, accounting and financial policy. He/she directs and supervises the financial management of the Association through the management control, accounting, treasury and tax functions.
The DAF is a member of the Management Committee and as such participates in defining the strategic orientations of the Association and their implementation.
The administrative and financial department is made up of a program management control manager, 4 management controllers and a single accountant.
MAIN MISSIONS
Strategic orientation and steering
In agreement with the General Manager and within the Management Committee (CODIR), the CFO:
- participates in defining the development axes and the main strategic orientations of the Association
- participates in the development of annual and multi-annual programming, its implementation and monitoring
- participates in the analysis of situations impacting the Association as a whole, collaborates in arbitration in the making of essential decisions for the development of the Association
- develops a forward-looking vision of the Association’s activity in conjunction with the other Departments, and ensures better planning of jobs and resources
- is proactive in monitoring, alerting and arbitrating with regard to risks relating to management control, accounting, treasury and taxation
- participates in the progress of the association’s cross-functional projects
- presents the strategy of his department, the annual budget of the Association and the evolution of the financial situation to the Board of Directors
- Participates in the Finance, Risk and Audit Committee with the General Manager and answers questions from directors, at the request of the General Manager.
Management and coordination
Alongside the teams of the Administrative & Financial Department, the CFO:
- leads the construction of the strategy and the annual action plan of the Administrative & Financial department in accordance with the Association’s programming, sets the objectives of the collaborators, ensures the proper implementation of the global and individual action plans
- recruits and manages his/her head office employees and supports them on a daily basis on the needs communicated to him/her, arbitrates and makes the decisions he/she deems necessary, contributes to their continuing training and their evaluation
- leads meetings within his/her Department and participates in interdepartmental meetings, ensures the proper flow of information and coordination with the various departments
- analyzes the activity of his Department, anticipates needs and proposes developments in terms of organization and resources
- validates and monitors the absences of his team members as well as their trips to the field and other visits to the Association’s partners
- ensures the optimization of its Department’s human resources through the continuous improvement of work processes
- contribute to the development of the recruitment and induction policy for administrative and financial staff of the missions
Financial management of the Association
The DAF manages the entire budgetary process of the Association, that is to say:
- establishes annual budgets with the General Management, is a force for proposals on possible arbitrations
- sets up and monitors activity analysis tools (dashboards and steering indicators), reports to the Management Committee, and produces recommendations for optimizing resources
- ensures the production and management of management tools for other departments
- produces quarterly reporting for General Management and the Office
- alerts in the event of anticipated and/or actual budgetary deviations, identifies, proposes and implements preventive and corrective measures where appropriate.
Management Control
The DAF supervises the management control manager in:
- compliance of budgets and final financial reports submitted to our donors
- compliance with the Association’s procedures on missions abroad, particularly with regard to expenditure commitments, the maintenance of cash registers and accounts
- the optimum functioning of management control processes within its Directorate and in relation to the countries, in terms of work organization, information systems and validation and control procedures.
General accounting
- The CFO guarantees the reliability of general and analytical accounting and compliance with current accounting standards. He/she is responsible, with his/her teams and in conjunction with the Treasurer of the Association, for closing interim and final accounts (from the annual closing of accounts to the balance sheet) and for preparing financial and accounting documents in accordance with the legislation.
- He/she ensures the technical interface with the Auditor. He/she is required to represent the Association with our donors
- He/she ensures good coordination with the administrative management of personnel (payments of salaries, integration of payroll entries into accounting, analysis of discrepancies).
Treasury, banking and financial relations
- In coordination with the General Management, the CFO ensures the technical and commercial relationship with banking partners.
- He/she ensures the daily monitoring of the Association’s cash positions based on the data provided by the management control manager and the accountant and develops the cash and flow management tools and processes.
Relations with social and tax organizations
- He/She guarantees compliance with accounting and tax rules within the Association, as well as the accuracy and timeliness of tax and social declarations.
- He/she is the contact for all external control bodies (tax, financial, accounting).
- He/she ensures legal monitoring and management of insurance contracts in his/her area of responsibility.
EXPECTED PROFILE
- Higher education in accounting/management/finance, holder of a diploma from a Higher School of Business, MSG, DCG, DSCG or equivalent training
- Confirmed experience of at least 5 years in management control or financial monitoring
- Professional experience in the non-profit sector, ideally in international solidarity
- Good knowledge of financing mechanisms and donors (European Commission, French Development Agency, United Nations, USAID, etc.)
- Knowledge of SAGA software and proficiency in office software, particularly Excel, is appreciated
- Experience and taste for strategic developments, project management and change management
- Solid experience in team management, leadership, ability to defend a vision and mobilize
- Excellent level of written and spoken English
- Very good analytical and synthesis skills
