Location: Raqqa, Northeast Syria

Salary: GB4 €45,457 – €50,508.

Role Purpose: You will provide management and technical oversight of Concern’s multi-donor funded Protection programmes in Syria and Iraq, in particular in the fields of child and adolescent psychosocial support, community protection, case management, outreach across all other sectors. You will provide technical oversight and guidance to Concern’s Protection programmes in Iraq, delivered through national partner NGOs. You will also contribute to the development of new Protection programmes, programmes integrating Protection, proposals, high quality internal and external reports, and grant management. You will lead on coordination efforts for Concern’s Protection work with other NGOs in Syria through various cluster and coordination fora. You will be responsible for technical line-management of Protection officers.

Responsibilities:

Programme Implementation

  • Lead in the development of the protection programme strategy.
  • Coordinate, plan and monitor Protection project activities in the programme area, ensuring adherence to sector, donor and internal requirements and guidelines.
  • Have oversight on the overall protection portfolio in the programme area, including identifying funding and capacity gaps.
  • Hold regular meetings with the Concern Team to understand programmatic challenges and technical support requirements. Highlight when programmes are off-track in implementation for further discussion with the PD and DPD. Identify any areas where further technical support, oversight or resources are needed.
  • Ensure the highest quality of the sectoral interventions including adherence to best practice programming and minimum standards in coordination with the Managers.
  • Ensure coherence between all projects/activities ongoing and proposed, according to the overall Concern strategy.
  • Ensure high quality and timely deliverables, narrative reporting and financial overviews, close cooperation with donors, coordination mechanisms on site, and in synergy with other Concern interventions in the area.
  • Formalise and develop project related operational tools and training modules, with support from the Global Protection Advisor.
  • Provide overall budget monitoring, financial management and expenses control for the project activities, including compliance with minimum Concern and donor requirements.
  • Ensure a MEAL plan is in place and implemented for Child Protection activities and that the relevant Information Management systems are in place.
  • Participate in preparing and review of monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Participate in Budget follow up meetings and update PD on budget/indicator achievements and delays.
  • Work with Concern national partners to ensure the effective implementation of their projects.

Technical

  • Provide technical assistance to Protection teams including development and roll-out of SOPs and guidance.
  • Work with the Protection Managers to provide regular technical trainings and capacity building to protection staff, and national partners.
  • Support the development of awareness curricula, IEC materials for the implementation of a comprehensive training and awareness package
  • Ensure protection mainstreaming including review of all programming approaches, SOPs and tools, and staff capacity development
  • Organise and facilitate regular Protection team meetings ensuring knowledge sharing, peer support and quality improvement.
  • Assist in developing the project monitoring & evaluation tools. With support from the MEAL team, review and update of the Protection Monitoring system on an annual basis or as needed.
  • Lead on the design and roll out of sector needs assessments, as needed.

Protection Advocacy and Coordination

  • Develop and review protection reports and analysis on identified protection concerns for internal and external briefings.
  • Collaborate with relevant internal and external technical experts on issues related to protection for their relevant sectors.
  • Represent Concern at relevant coordination meetings, Protection Working Groups and its sub sector, ensuring that issues from the field are raised and addressed.
  • Represent Concern and its Protection programme in relevant fora, including in donor meetings, and with local authorities.
  • Strengthen the Concern internal and external referral mechanism with other departments.
  • Strengthen links with Protection departments in other NGOs through effective and on-going coordination, information sharing and results dissemination at national level.
  • Share information on Concern activities and interventions and promote good relations and collaboration with other actors working in the area.

Accountability

  • Participate in the design and implementation of accountability and programme quality initiatives ensuring that they are integrated throughout the programme life cycle, in particular strengthening how children and peoples with heightened protection risks engage with the CRM system.
  • Adhere to and promote Concern’s Code of Conduct and associated policies
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiary and other stakeholder participation at all stages of the project cycle.

General

  • Contribute to all aspects of the Programme e.g. mainstreaming of Equality and Protection including the development and roll out of the relevant tools for cross-cutting themes for all sectors.
  • Brief the PD and Country Management Team on programmes and situational context on a regular basis.
  • Undertake other related duties as may reasonably be assigned by the Country Director and/or the Programmes Director.

Role Holder Requirements:

This position demands a highly organised and dynamic individual with a demonstrated ability to achieve results in a demanding environment.

  • Qualifications in a discipline related to Social Work, Psychology, Law or related fields
  • At least 2 years’ overseas experience in protection programmes in emergency contexts.
  • A strong grasp of project cycle management
  • Experience in protection, including one or more of the sub-sectors of Child Protection, GBV, and/or MHPSS, in conflict settings and with IDPs and refugees
  • Excellent communication skills in English
  • Proven ability to work in insecure environments and live in confined areas
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Proven track record in remote management and excellent teamwork skills with the ability to build good relations both internally and externally.
  • Experience in report and proposal writing.
  • Ability to cope with stress; work under pressure often to strict deadlines.
  • Commitment to Concern’s ethos and values.
  • Sound IT skills, including Word and Excel.
