About TSSP Phase 3

The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.

This phase of TSSP3 will run from November 2023 to November 2028.

About the Role

The Safeguards Manager will lead a team to ensure that TSSP3 ‘s Environmental and Social Management Framework (ESMF) is implemented effectively. They will identify and address safeguard risks across the program and provide significant support to Transport Sector Agencies (TSAs) in PNG.

As part of the Inclusion and Safeguards team, the manager will help contractors and TSAs develop their skills and capacity to implement strategies, plans, and activities to improve environmental and social safeguards in the transport sector. This includes ensuring compliance with international and national obligations in the maritime, aviation, and road subsectors, particularly in areas covered by TSSP, such as safety, regulatory, and service functions.

The role involves working closely with partner agencies and stakeholders to deliver TSSP’s safeguard activities across the program. The position has a strong focus on environmental safeguards.

About you

Selection Criteria:

To be successful for this role, you must possess the following including, but not limited to:

  • Tertiary qualification in Gender Studies, Social Science, Environmental Science or other relevant discipline
  • 8-10 years’ experience working in safeguards including at least five (5) years’ senior safeguards experience focusing on environmental safeguard management
  • Demonstrated experience in facilitating stakeholder engagement, planning, implementation and monitoring of environmental safeguards programs in the Pacific, preferably in PNG.
  • Demonstrated understanding of the challenges of achieving environmental safeguards objectives in developing countries, preferably in the infrastructure sector.
  • Demonstrated understanding of the importance of addressing safeguards risks in infrastructure activities
  • Outstanding facilitation skills and experience conveying complex information to stakeholders of varying levels of experience or abilities
  • Understanding of the political, strategic and operational environment of International Development
  • Outstanding relationship management skills, including with donors, delivery partners and broader stakeholders in challenging, cross-cultural environments
  • Strong staff management and team leadership skills.
  • Competence with a range of computer software programs and professional writing skills to prepare high quality reports and documents that communicate effectively to the intended audience
