Médecins Sans Frontières, an international medical humanitarian association created in 1971, provides medical assistance to populations facing crises that threaten their survival, mainly in the event of armed conflicts, but also epidemics, natural disasters or exclusion from care. The French section of MSF is present in around thirty countries.

Purchasing and Supply Chain Manager Headquarters M/F
Context :
The Paris Operational Center (OCP) is the group composed of the following 4 MSF sections: American, Australian, French and Japanese, as well as satellite structures dependent on the French section (Epicentre, MSF Logistics, etc.). OCP is responsible for operations carried out in approximately eighty projects in just over 35 countries and for actions related to these operations. The 4 sections coordinate and each provide specific support to the group’s operations.
The Supply Chain Department was created in 2014 with the aim of establishing for OCP a single responsibility and a coherent organization of the supply chain, both international and local.
The department is structured around 3 services based in Paris: Supply Chain Operations service, Purchasing and Supply Chain headquarters service, Supply Chain Trades and Tools service.
The Headquarters Purchasing and Supply Chain department supports field operations and all headquarters departments in the Purchasing area. It also carries out direct supply activities for missions from the Paris headquarters (sourcing, stock management, shipping).
In 2023, purchases from MSF France headquarters represented €35 million, and those made in the intervention areas €74 million. Shipments from Paris represented €800k in 2023.
Mission :
Within the Supply Chain department and under the hierarchical responsibility of the Director, you manage the Headquarters Purchasing and Supply Chain Department, currently made up of two buyers for the head office and a team of 4 people in charge of direct supplies (Departure Locker).
Main employment activities:
Participate in defining the strategy and policies of Headquarters Purchasing and Supply Chain:
- Participate in defining the department’s multi-year strategy in line with the major OCP guidelines and policies.
- Define OCP Purchasing and Supply Chain policies at OCP headquarters.
- Translate the department’s strategy into an action plan for the headquarters purchasing team and the headquarters supply chain team (departures locker).
Provide advice and support to OCP headquarters managers (departmental management, service heads and operational units:
- Support managers and various budget managers at headquarters in their decision-making relating to the area of Purchasing or the headquarters Supply Chain.
- Participate in improving purchasing practices within headquarters departments and operational units.
- Be responsible for the dissemination and application of OCP Purchasing and Supply Chain policies and procedures at OCP headquarters, for all persons concerned by these areas.
Be responsible for the activity of the Supply Chain department from Headquarters to the field (“Departure Locker”):
- Supervise the operational activity of the Departure Locker (4 people including 3 permanent and one work-study student) on the functions of order management, stock management, shipping and customs, and equipment after-sales service.
- Ensure smooth articulation of the supply chain to the field between the MSF Logistics entity, the Departure Locker and the teams in charge of supply in the fields of operations
- Ensure good Supply Chain practices within the Departure Locker.
Be responsible for projects related to OCP Strategic Purchasing and the headquarters Supply Chain
- Carry out certain projects independently
- Coordinate the projects carried out by his team, monitor and control their progress.
- Ensure the proper contribution of its department to cross-functional projects with other OCP departments and services as well as with MSF France satellites.
- Directly lead or contribute to OCP strategic purchasing projects for the field (at the operational cell or field team level). These Field Purchasing projects currently include calls for tenders with an annual volume greater than or equal to €250K, or concerning a good or service having a direct impact on the quality of the MSF social mission.
- Provide technical purchasing support to purchasing referents/flying managers, particularly during their field visits.
- Represent OCP on MSF international platforms in conjunction with Headquarters Purchasing, particularly with the Global Procurement Unit (GPU).
Transfer of skills:
- Participate in the development of Purchasing and Supply Chain skills at headquarters, through recruitment, career management and team training.
- Participate in the definition and implementation of training for the field in conjunction with the headquarters Supply Chain and Purchasing (in particular SUFITRA, SUTETRA and SUMATRA). This is carried out in close collaboration with the representatives of the Supply Chain Trades and Tools department, as well as the appropriate L&D educational coordinator.
- Participate in defining and updating content, as well as setting up training courses relating to tools in the Purchasing and Supply Chain headquarters field. This is done in close collaboration with the process and business tools referents, the L&D educational coordinator and the team dedicated to specific support within the framework of the LIGO ERP.
Be responsible for monitoring and analyzing your activity:
- Develop, manage and monitor the Purchasing and Departure Locker department budget.
- Set up monitoring and reporting tools for your activity.
- Analyze your field of activity to recommend a strategy and policies.
Maintain a watch:
- Ensure monitoring to maintain the adequacy of Purchasing and Supply Chain practices to the needs of the OCP.
- Ensure the ongoing adequacy between the tools used in its areas of activity and the best practices in force in these same areas.
- Share best practices, methods and background files with counterparts in other MSF sections.
Hierarchically manage your team:
- Recruit, supervise, motivate, unite your teams and develop the skills of your employees.
- Set directions, define objectives. Evaluate the work of your colleagues.
- Supervise the activity of his team in the advice and support that it provides.
Actively contribute to the Department’s team dynamics during collective events: stand-ups, team, service and Department meetings, annual seminars and career weeks.
Profile sought:
Experience and training:
- You have a higher education degree in the field of supply chain and/or purchasing.
- Minimum 5 years of experience in the “Purchasing” function
- Minimum 2 years of experience in team management
- Experience in Supply Chain would be a plus
- Experience with MSF and/or other NGOs would be a plus

Status: Permanent contract – Independent manager – Full time. Based in Paris.
Position to be filled : March 1, 2025.
Salary conditions:
€55.62K gross per year over 13 months. 22 RTT days per year. Health insurance 100% covered by Médecins Sans Frontières. Meal vouchers with a face value of €12.00 (60% covered by Médecins Sans Frontières). 50% coverage of public transport subscription.
