Action Against Hunger is an international non-profit, non-governmental organization founded in 1979. It is private, non-political and non-religious. Its objective is to combat hunger and dangerous situations that threaten women, men and children. Currently, 500 expatriates and more than 5,000 employees work for Action Against Hunger in more than forty-six countries, on projects covering our four areas of work: nutrition, health, food security and water and sanitation management.
GENERAL OBJECTIVE OF THE POSITION
He/She ensures the Coordination of the Pastoral Emergency Consortium, Monitoring-evaluation, financial management of the program, focal point with respect to other member NGOs of the Consortium and representation with administrative and local authorities.
He/She ensures the coordination and implementation of the Pastoral Emergency project in conjunction with the focal points of partner organizations and administrative and local authorities.
SPECIFIC OBJECTIVES
Objective 1. Plan, Monitor and Evaluate the implementation of the Pastoral Emergency project
- Organize the internal and external launch of the AFD PASTORAL EMERGENCY project and ensure that all stakeholders (consortium partners, technical services and local authorities) understand the objectives, activities and overall organization of the Pastoral Emergency Project
- Develop with the consortium members a detailed monitoring and evaluation plan, a timetable of activities, a supply plan, a communication plan, a security plan which will be essential tools for managing the program
- Ensure the implementation of the various plans and update them if necessary by involving the stakeholders
- Organize weekly meetings with consortium members to monitor the project
- Organize and lead the steering bodies in Bassikounou on a quarterly basis on the technical level and in Nouakchott on a half-yearly basis on the strategic level. Distribute the minutes and monitor the action points
- Conduct regular meetings with key consortium focal points to ensure project progress, address implementation challenges and foster learning
- Conduct partnership meetings with public and parapublic institutions, local CSOs, private partners
- Ensure project visibility and project communication
- Ensure consistency and homogeneity of technical activities and approaches through regular visits, framing notes and thematic meetings to align all activities and approaches with the defined implementation plan
Objective 2. Ensure quality reporting
- Ensure compliance with the project schedule
- Check and validate the reports of the various studies before submission to the Coordination
- Establish a reporting schedule and ensure that deadlines for submitting the various reports are met
- Ensure that all project documents; APR, IBPR, Evaluation reports, Donor reports are uploaded to Gespra level
- Ensure reporting in accordance with the needs and requirements of the project (monthly, mid-term, final reports, etc.)
- Organize periodic meetings with project teams to ensure progress
Objective 3. Coordinate administrative and logistical management in relation with the different departments of Action Against Hunger and partners
- Participate, if necessary, in the recruitment of Action Against Hunger teams for the AFD Pastoral Emergency project
- Coordinate and verify project budget forecasts
- Monitor the status of overall spending and alert when necessary to take appropriate adjustment measures
- Facilitate and collaborate with the logistics department in defining material orders planned as part of the implementation of project activities
- Assist in monitoring the tracking of multi-partner orders
- Identify and collaborate with the administrative department in defining the financial, administrative or human resource needs necessary for the proper implementation of activities
- Ensure that rules and procedures are understood and respected by all partner NGOs, by sharing information and organizing training if necessary on the systems and processes proposed for the management of the consortium
Objective 4. Coordinate administrative and logistical management in relation with the different departments of Action Against Hunger and partners
- Represent the consortium in various meetings with partners (government, donors, NGOs, UN, private sector)
- Visit the project regularly and work with the Field Coordinator, the Advocacy & Communication Coordinator and partner organizations for better visibility of the project
- Effectively manage the project visibility budget
- Support consortium members in a capacity building process with a view to moving towards a transfer of skills
PROFILE
Preferred knowledge:
- Diploma / Level of study: Bac+4 or Master in a sector related to development (agropastoral sector), humanitarian. Alternatively a Master in political science, Management and project management, monitoring-evaluation
Specific Knowledge / Desirable Techniques:
- Management and management of development projects
- Mastery of the management of consortium projects
- Knowledge of the functioning of national institutions and partners
- Knowledge of the issues related to pastoralism in the Sahel and in particular in West Africa
- Knowledge of how lessors operate/expectations
- Sense of organization and priority management
- Ability to work in a team and good interpersonal skills
- Ability to perform representation functions and develop networks.
- Excellent writing skills
- Good autonomy and ability to work under pressure
- Synthesis capacity
- Knowledge of Action Against Hunger is an asset
Computer skills desirable in:
- Required: Excellent command of the Office & Outlook suite
- Strengths: Database analysis is an asset
Experience :
- Professional experience of at least 7 years, including four (4) years in NGOs in coordination or management positions.
- Proven experience in project cycle management, monitoring and evaluation, financial management.
- Proven experience in networking and coordination with development/humanitarian actors.
- Experience in capacity building of local NGOs.
- Experience desired on AFD donor procedures
- Experience in the agro-pastoral sector and development of sectors;
- Experience working with local authorities and communities
- Minimum 2 years of experience in an equivalent position
- Knowledge of the terrain is essential.

Position mobility:
- The work position is based at HEC with regular travel to localities in the region.
OUR REMUNERATION PACKAGE
We offer immediate incorporation into a dynamic, international organization including the following contractual conditions:
Expatriate employment contract with NON-accompanied status.
- Duration: 12 months (with possibility of renewal)
- Department: Operation
- Base: Bassikounou (Mauritania)
- Salary between €36,034 – €54,052 gross per year depending on professional experience and responsibilities.
- This salary is divided into 12 payments and based on experience and context.
- Accommodation provided on the Mission by the organization (Guest house or Allowance for personal apartment)
- Transportation costs to the mission are covered by the organization.
- One-week breaks with transport costs to the reference area every 3 months and an extra €215 for the week.
- 25 working days of vacation per year with ticket paid for by the organization.
- Repatriation, accident, travel and life insurance.
