The Field Office Coordinator will be responsible for overseeing the operations of the assigned Field Office under the direction and leadership of the Area Manager, with particular attention to the direct management of support staff and supervision of program staff as needed to ensure execution of daily tasks in accordance with the instructions of line managers. The position holder is expected to manage daily HR, Administration, Finance, Logistics, and Security tasks in close collaboration with the Area Manager, providing administrative support to program staff, and providing timely and quality reporting. Compliance with NRC policies, procedures, guidelines, and SOPs, including security policies, is a mandatory duty of the position holder.

Generic Responsibilities
1. Manage support staff at the field office level with technical supervision from the Area Support Coordinator
2. Manage daily HR and administration, finance, logistics and security tasks of the field office
3. Ensure compliance with NRC policies, manuals, procedures and SOPs/guidelines at the field office
4. Ensure compliance with security and risk management policy and procedures
5. Coordinate and assist with field office budgets and costs, sharing costs and support functions with the field office
6. Provide support for the smooth implementation of projects at the field office level
7. Coordinate representation meetings with the United Nations, partners and authorities with field offices
8. Promote the rights of IDPs, returnees and local communities in line with the advocacy strategy
9. Contribute to the development of holistic and needs-based programs
10. Contribute to the implementation of minimum standards for Safe and Inclusive programming in their area of ​​work.

Specific Responsibilities
1. Oversee the management of Administration/HR, Finance, Logistics and IT functions in the Field Office.
2. Ensure optimal utilization of human resources in the support department
. 3. Oversee the allocation of office space in a fair and transparent manner
. 4. Ensure communication and understanding of Minimum Standards, Code of Conduct and other regulations.
5. Support the organization of general meetings and weekly team meetings
. 6. Provide administrative support to programme staff in the Field Office
. 7. Review the monthly cash request to the Area Office and cash flow.
8. Facilitate the distribution and use of office support budget among project budgets
. 9. Support the Logistics team to ensure transparency of processes and resource allocation.
10. Support and guide negotiations with contractors for rentals and other services .
11. Represent the NRC in sub-national forums and groups.
12. Serve as the focal point for administrative and legal matters for the concerned NRC office.
13. Liaise and follow up with relevant officials and authorities
14. Plan and facilitate meetings with relevant stakeholders as per mission requirements
15. Monitor local, legal and policy developments relevant to the NRC
16. Develop and update stakeholder analysis

Qualifications

Generic professional skills:
• University graduate, preferably in administration, social sciences, political sciences, management or other relevant subject, a master’s degree is preferred
• Verbal and written fluency in English is desirable.

Context/ Specific skills, knowledge and experience:
• At least 3 years’ experience working in support roles and/or team management programmes in a humanitarian/recovery context
• Previous experience working in complex and volatile contexts
• Knowledge of the context
• Experience of liaison and/or representation before authorities is an asset
• Knowledge of government structures
• Knowledge of legislation and policies relating to the work of international NGOs in the country •
Understanding and respect for humanitarian work
• Ability to develop a network of interlocutors

• Proficiency in handling office tools relevant to the management of the position
