APADE (All For Peace And Dignity) is an international NGO under Canadian law that has been committed for twenty years to assisting and supporting vulnerable communities around the world, with its headquarters in Ontario, Canada.

Its mission is to participate in the research and implementation of multi-sectoral responses by aligning with emergency and development needs in order to strengthen the resilience of the communities benefiting from its interventions. We work to build and strengthen strong partnerships with other stakeholders, host countries, programs, agencies and beneficiaries in order to provide a concerted and coherent response to ensure lasting peace and dignity for all.

1. Job Summary:

The Protection and Gender Specialist ensures the prevention of gender-based violence (GBV), the promotion of gender equality and the protection of human rights, especially of children, in an environment where populations are often confronted with crises or social inequalities. He/she is responsible for the effective management of protection activities of APADE projects. He/she ensures internal and external reporting of results as needed. He/she is in charge of the continuous assessment of the protection and assistance needs of GBV victims. He/she contributes to the development of project proposals and the capitalization of practices and experiences. He/she carries out his/her activities in compliance with the rules and procedures of APADE Mali, the headquarters, donors and the laws in force in Mali.

2. Responsibilities and Tasks:

Reporting to the Program Coordinator, the position holder is responsible for:

2.1. Gender component

  • Provide professional, technical, strategic and advisory services so that gender is integrated into the development and implementation of APADE projects;
  • Represent APADE in the community of partners promoting gender, GBV (Gender Based Violence), and Child Protection;
  • Strengthen gender transversality in the APADE program;
  • Strengthen the capacity of the staff of project implementation agents in collaboration with the project manager and the Program Coordinator on the integration of gender in the planning and implementation of projects;
  • Further integrate issues related to Gender, GBV (Gender Based Violence) into the daily activities of projects and ensure the compliance of projects with APADE’s global Strategy on Gender Equality;
  • Ensure that APADE’s gender equality and inclusion policies are fully integrated in accordance with the principles and requirements of the policy, including relevant implementation standards and guidelines applicable to their area of ​​responsibility. This includes, but is not limited to, ensuring that staff and associates are aware of their responsibilities under these policies and APADE’s Code of Conduct (COC), their relevance to their area of ​​work and that concerns are reported and managed in accordance with appropriate procedures;
  • Ensure that measures are taken to promote the involvement and participation of women in all activities of the projects implemented;
  • Develop and maintain a series of working relationships with partners, staff, consultants and relevant institutions regarding APADE activities.
  • Carry out any other tasks within his/her skills assigned by his/her hierarchical superiors.

2.2. Protection section

  • Analysis of risks and protection needs
  • Ensure that protection issues are taken into account in all APADE projects and programs;
  • Establish mechanisms to identify with partners and the community specific protection and GBV issues and protection barriers when implementing APADE activities and propose solutions;
  • Build / strengthen active partnerships with relevant State technical services and specialized NGOs / partner Community Organizations and strengthen their capacities in the areas of Protection against gender-based violence and prevention of sexual exploitation and abuse;
  • Work systematically with other project managers on aspects of cross-cutting integration of protection in other sectors of intervention;
  • Identify training needs and build the capacities of local APADE staff on inclusion, protection and accountability components in line with Core Humanitarian Standards;
  • Ensure that data collection mechanisms are in place and that data are collected and analyzed periodically;
  • Conduct the conflict sensitivity analysis exercise with relevant stakeholders and ensure that APADE programs are aligned with the “Do No Harm” principles in the intervention communities;
  • Ensure that protection data is collected, archived, processed, analyzed and disseminated in an ethical manner, in accordance with internal data protection protocols;
  • Identify opportunities for new protection interventions and support assessments and development of new project proposals;
  • Proactively exchange learning and synergy with all stakeholders involved;
  • Draft the protection and accountability sections of reports required for donors, management and Country Office reports;
  • Collaborate with monitoring and evaluation staff for rapid assessment of projects
  • Create opportunities for sharing experiences and learning within the protection team to strengthen cooperation and collaboration;
  • Convey key recommendations and messages to xxx advocacy initiatives, as needed, to influence protection and GBV policies and practices;
  • Participate and influence external platforms on protection and gender-based violence;
  • Perform any other tasks related to the activities falling within the department which will be assigned to him and previously discussed, mutually agreed with his direct supervisor.

3. Profile sought:

  • Doctorate in General Medicine, Master (preferably) in Psychology, Master in Public Health or BAC+4 in Clinical Psychology;
  • At least 05 years of relevant experience in the implementation of projects in the field of protection, Gender and GBV;
  • Experience in developing and facilitating training workshops;
  • Demonstrated understanding of privacy issues, data security and other ethical concerns related to sharing sensitive data between humanitarian agencies;
  • Good knowledge of the theme of Protection, Gender and GBV in accordance with policies, standards and procedures in Mali;
  • Good knowledge of the field in terms of implementation of Protection, VBG and Gender projects and programs
  • Team spirit, full of initiative and ability to anticipate;
  • Be able to make important technical and strategic decisions independently;
  • Able to travel regularly in the field;
  • Masters gender protection issues and GBV;
  • Good knowledge of participatory community development approaches
  • Ability to lead a project in emergency situations and under pressure
  • Have good written and oral communication skills in French
  • Have knowledge of the world of NGOs and its environment.

4. Place of affection:

The position is based in Gao with frequent travel to the Ansongo and Bourem districts. It may be assigned throughout the territory depending on the needs of the organization.
