APADE (All For Peace And Dignity) is an international NGO under Canadian law that has been committed for twenty years to assisting and supporting vulnerable communities around the world, with its headquarters in Ontario, Canada.

1. Job Summary:

The Infrastructure/Wash Officer will carry out technical needs assessments on all works to be rehabilitated or carried out at the community level, in schools and in health centres. He/she will propose a quantitative estimate as well as a work execution plan in line with the contractual deadline of the project. For new projects, in collaboration with the project manager, he/she is responsible for visiting and choosing villages in consultation with mayors and customary authorities on the validation of the Base Chief. During the execution of the work by the companies, the Infrastructure Engineering Officer is responsible for monitoring the quality of the work including geophysical studies and water analysis.

2. Responsibilities and Tasks:

Reporting to the Project Manager, the position holder is responsible for:

  • Participate in strategic discussions with the program team (decision on activities based on supported evaluations, development of new proposals, etc.);
  • Participate in Shelter/WaSH sub-cluster meetings with the project manager or in his absence;
  • Participate in the organization and identification of school infrastructure needs (classrooms, latrines) and basic community infrastructure needs;
  • Participate in the development of specifications, DAOs and the company selection process as needed or at the request of the Project Manager;
  • Conduct technical needs assessments in the field, including the rehabilitation of classrooms, latrines and WASH infrastructure in schools and health centers;
  • Propose the technical plan using design software (Autocard, Arcview, etc.)
  • Alert the hierarchical superior in the event of a risky situation observed for the community and cases of complications in the work;
  • Ensure the quality of materials used on construction sites;
  • Monitor infrastructure works
  • Validate the report of technical studies and water analyses in consultation with the Project Manager;
  • Ensure the interface between the companies responsible for construction and rehabilitation work and APADE;
  • Organize launch/handover meetings with companies after signing contracts or service orders and their completion;
  • Propose the attachment in the event of payment from a company and have it validated by the Project Manager;
  • Participate in the training of school management committees and water points in collaboration with the municipal authorities, the project team and the Partner NGO;
  • Support the preparation of tender documents;
  • Plan field trips to supervise work and supervise infrastructure technicians;
  • Contribute to the development of project proposals to be presented to donors on the technical parts;
  • Plan project activities monthly in collaboration with the Project Manager and the Monitoring and Evaluation Officer;
  • Propose the dates for provisional and final acceptance of the works and involve the communities and authorities in the monitoring, provisional and final acceptance of the works;
  • Manage the archiving of all supporting documents relating to work, companies and contract monitoring;
  • Make suggestions for improvement and recommendations;
  • Participate and contribute to holding project team coordination meetings;
  • Prepare and monitor work plans for staff under his supervision;
  • Assess the people under his immediate responsibility,
  • Identify and analyze training needs and transmit them to the Project Manager depending on the progress of the project,
  • Review and update job profiles with the Project Manager, Base Manager, and RAF;
  • Strengthen capacities through training and/or coaching of staff under his responsibility;
  • Produce weekly, monthly and annual reports on the construction/rehabilitation component of infrastructure;
  • Participate in the reporting of security information in the project intervention areas;
  • Perform any other tasks related to his profile.

3. Profile sought:

  • University degree (Bac+3 minimum) in the appropriate disciplines: Hydraulics, Civil engineering, rural engineering or any other similar relevant field;
  • Have at least five (05) years of professional work experience in the management of Building and Public Works (BTP), drinking water supply and social infrastructure;
  • Have at least 02 years of experience working with a humanitarian or development organization in a similar position;
  • Have a great capacity for organization, planning and monitoring;
  • Be able to work independently;
  • Ability to work under pressure and in a team;
  • Have good report writing and oral communication skills;
  • Have proven abilities to integrate into multicultural teams;
  • Perfect mastery of IT tools and software for mapping/creating construction plans for works;
  • Ability to work with methodology and rigor;
  • Team spirit and ability to communicate clearly and respectfully with work colleagues;
  • Knowledge of the northern regions of Mali would be an asset;
  • Mastery of the languages ​​of the northern regions of Mali would be an asset

4. Place of affection

The position is based in Gao with frequent travel to the Ansongo and Bourem districts. It may be assigned throughout the territory depending on the needs of the organization.
