SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

The mission

Humanitarian actors intervene in increasingly complex crises with multifactorial causes (conflicts, climatic events, epidemics, failed states) whose dynamics and fluidity constitute a challenge to the effectiveness of the response. Added to this challenge is that of often degraded security conditions associated with high protection risks for humanitarian personnel and particularly severe access constraints.

In hard-to-reach areas, conventional approaches to assessing needs, which require teams to have physical access to the field, are failing. Due to a lack of reliable information and usable humanitarian analysis on these hard-to-reach locations, the humanitarian response remains insufficient. However, the remobilization of assistance in these areas is a major challenge in terms of humanitarian imperative, impartiality and protection of affected populations.

HAACT is an initiative that has developed innovative, effective and efficient methodologies capable of producing reliable and usable information on hard-to-reach areas. Complementary to existing mechanisms (REACH, ACAPS, etc.), HAACT notably optimizes new technologies (satellite imagery) and new modes of communication (social networks) to produce analyses with unique usability in the most difficult contexts.

HAACT is a service recognized and requested by both operational actors, humanitarian coordination (OCHA, Cluster), and decision-makers. Its analyses alert on forgotten/invisible humanitarian crises; inform the go/no-go decision towards the most difficult to access areas; and help to prioritize areas and needs. Since 2022, HAACT has benefited from institutional support from ECHO, BHA and Swiss Cooperation.

In 2023, HAACT engaged with Emergency Response Mechanisms (RRMs) and frontline actors to enable humanitarian interventions in very hard-to-reach areas. Through rigorous and in-depth analysis and close collaboration with frontline NGOs, HAACT enabled humanitarian responses that would not otherwise have taken place. In 2023, HAACT demonstrated a direct contribution to humanitarian operations that was amplified in 2024.

In 2025, HAACT will be restructured around an expanded team made up of a Program Director, a Deputy Director, a Consultant, a SAHEL HAACT coordinator, a Program Manager and 2 Humanitarian Analysis Managers.

Under the management and with the technical support of the SAHEL HAACT coordinator, the Humanitarian Analysis Manager will be in charge of collecting humanitarian information in support of the production of analyses on hard-to-reach areas. In particular, he will be responsible for capturing and making reliable humanitarian information from local sources, reviewing secondary data and writing analysis reports.

Roles and responsibilities

Capturing and making humanitarian information reliable from local sources

  • Identifies and makes local sources reliable according to HAACT methodologies.
  • Ensures the continued animation and expansion of the HAACT local source network in the region
  • Captures and makes reliable humanitarian information and visual elements from local sources according to the methodologies and processes defined by HAACT

Review and processing of secondary data

  • Reviews and consolidates secondary humanitarian information and data to support the production of analyses on “hard to reach” areas

Drafting of humanitarian analysis reports

  • With the technical support of the SAHEL coordinator, drafting of analysis reports according to the format and standards defined by HAACT

External coordination and representation

  • Presents/reports HAACT analyses to NGOs in the area and at appropriate forums
  • Participates in humanitarian coordination forums
  • Creates and leads thematic working groups bringing together experts from civil society, the media, and humanitarian partners

Specific issues and challenges

HAACT is an innovative initiative launched in 2021 by a team of experienced humanitarians looking for solutions to provide humanitarian assistance in the most difficult areas, wherever it is needed. While the “proof of concept” has already been achieved; HAACT is part of an iterative co-construction approach with its operational, technical and financial partners and will continue to work in 2025 to improve its methodologies and develop/test new ones. The Deputy Director who joins the team will have to be part of this co-construction approach and demonstrate voluntarism.

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

Status: Fixed-term contract, executive status

Salary/allowances: €2,100 to €4,100 gross/month, depending on experience and seniority SI. Paid leave paid monthly at 10% of gross salary.

Monthly per diem: depending on place of assignment

Medical coverage: 100% coverage of medical expenses, repatriation insurance.

Leave: 7 working days every 3 months of assignment, with payment of an allowance of EUR 600. Granting of one additional day of rest per month worked.

Accommodation: Accommodation in collective GH

Transport: Travel costs covered between the contractual place of residence and the place of assignment.

Technical skills:

– Advanced writing skills

– Demonstrated interpersonal and communication skills

Experience :

HAACT is recruiting a profile with a minimum of 2 years of experience in the humanitarian sector in the positions of Program Manager, Grant Manager, or MEAL Manager. Prior experience in the countries where HAACT is operational is an asset.

– Knowledge/proficiency in Arabic an asset
