BACKGROUND AND JUSTIFICATION

The position of Agricultural Insurance Program Manager aims to support the implementation and management of agricultural insurance programs in order to strengthen the resilience of agricultural producers to climatic, economic and natural risks. The program is part of a rural development and food security context, with the aim of improving the stability of farm incomes and encouraging sustainable agricultural practices.

SUPERVISION

Under the direct supervision of the Head of Small Producers Support Pole Manager

THE ROLE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  • Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

Design and manage the agricultural insurance program:

  • Develop and implement insurance products tailored to the needs of farmers, particularly those exposed to climatic and economic risks.
  • Develop strategies to encourage the adoption of agricultural insurance by small farmers and cooperatives.
  • Coordinate with insurance companies, financial institutions and local partners to offer accessible and effective insurance solutions.

Awareness-raising and training:

  • Conduct awareness campaigns to inform farmers of the benefits of agricultural insurance and how to subscribe.
  • Organize training for agricultural producers, field agents and partners on insurance products and how they work.

Monitoring and evaluation :

  • Set up a monitoring and evaluation system to measure the impact of agricultural insurance on farmers’ resilience.
  • Collect data on the adoption of insurance products and analyze the results to improve the services offered.
  • Prepare regular reports on program performance and propose adjustments if necessary.

Partnerships and advocacy:

  • Identify and develop strategic partnerships with international organizations, ministries, financial institutions and private players to support program development.
  • Advocate for public policies favorable to the extension of agricultural insurance and the reduction of climate risks in the agricultural sector.

Financial and budgetary management:

  • Manage the program’s budget, ensuring the proper use of resources and compliance with financial procedures.
  • Seek funding for the expansion and sustainability of the program, including from donors.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, agricultural risk management, agricultural economics, insurance, program management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: With an Advanced university degree, at least one (01) year of relevant experience at a professional level

Language: Fluency (level C) in French language and an Intermediate level in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.

SKILLS AND APRTITUDES

  • Knowledge of agricultural insurance products, risk models and climate risk coverage mechanisms.
  • Skills in program management, monitoring-evaluation and data analysis.
  • Knowledge of digital tools for agricultural insurance management (platforms, mobile applications, etc.).
  • Ability to work in a team, communicate effectively and manage multidisciplinary partnerships.
  • Excellent report writing and communication skills.
  • Ability to manage multiple priorities and work in a dynamic environment.
  • Good communication/advocacy, negotiation and leadership skills;
  • Ability to work in a multicultural environment, demonstrating commitment and integrity.
