BACKGROUND AND JUSTIFICATION

The position of Community Productive Asset Creation Program Manager aims to promote the economic resilience of rural communities by creating sustainable productive assets, including infrastructure, equipment and collective means of production. This program is part of a framework for local economic development, improving the living conditions of vulnerable populations and building community capacity to manage resources sustainably.

SUPERVISION

Under the direct supervision of the Head of Asset Creation and Energy Pole, the Programme Policy Officer – FFA will be responsible for providing support for the implementation of the productive asset creation component as part of the scaling-up of the local food systems strengthening component.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  • Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

Program design and implementation:

  • Develop and implement community-based productive asset creation strategies tailored to the needs of local communities.
  • Identify priority sectors for asset creation (agriculture, crafts, community infrastructure, etc.) and propose relevant projects for each community.
  • Ensure the integration of environmental and social sustainability into project design.

Resource mobilization and partnerships:

  • Identify and mobilize the resources needed to implement projects (financial, human, material).
  • Develop partnerships with local players, community organizations, public authorities and businesses to support the creation of productive assets.
  • Seek external funding and grant opportunities to support community initiatives.

Community capacity building:

  • Organize training for local communities on the management and maintenance of the assets created (farming tools, infrastructure, etc.).
  • Strengthen the skills of community groups in project management, entrepreneurship and financial management.
  • Support communities in the creation and management of cooperatives or other forms of grouping to facilitate the exploitation of productive assets.

Monitoring, evaluation and risk management:

  • Set up a monitoring and evaluation system to measure the impact of projects and the effectiveness of the assets created.
  • Identify potential risks associated with project implementation and propose appropriate mitigation measures.
  • Write regular reports on progress, results and challenges encountered, proposing adjustments where necessary.

Advocacy and awareness-raising:

  • Conduct advocacy with local authorities and donors to strengthen support for community-based productive asset creation projects.
  • Raise community awareness of the importance of collective and sustainable management of the assets created to ensure their sustainability.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Rural development, project management, social and solidarity economy, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • With an Advanced university degree, at least one (01) year of relevant experience at a professional level
  • Minimum of 3 years’ experience in managing community development programs, creating productive assets or managing projects in rural areas.
  • Experience in community mobilization and management of infrastructure projects or collective means of production.

Language: Fluency (level C) in French language and an Intermediate level in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.

SKILLS AND APTITUDES

  • Knowledge of participatory community development approaches and natural resource management.
  • Mastery of project management tools (planning, monitoring, evaluation, budget management).
  • Experience in fund-raising and managing relationships with donors.
  • Ability to work in a team, communicate effectively and manage multidisciplinary partnerships.
  • Excellent report writing and communication skills.
  • Ability to manage multiple priorities and work in a dynamic environment.
  • Good communication/advocacy, negotiation and leadership skills;
  • Ability to work in a multicultural environment, demonstrating commitment and integrity.
