1. Presentation of RET Germany

RET Germany eV is an International Non-Governmental Organization under German law. It has been active in Niger since 2021.

We stand with refugees, returnees, internally displaced persons (IDPs), alongside host communities, embracing the fundamental principles of humanity, impartiality, neutrality and independence.

We provide tailored solutions and relevant programs to address gaps and real needs and challenges in communities. Our goal is to bring about meaningful positive change, enabling young people and especially vulnerable young women to take control of their lives and realize their social and economic rights.

For its mission in Niger, RET Germany eV in partnership with Arbeiter-Samariter-Bund eV Niger (ASB) wishes to recruit a dynamic and competent person to occupy the position of Consortium Program Coordinator.

2. Tasks and Responsibilities

The Consortium Program Coordinator will manage and coordinate a multi-partner program led by RET Germany in partnership with ASB. This role involves overseeing program activities, ensuring coordination among partners, and maintaining alignment with consortium objectives. This role is critical to driving programmatic impact in livelihoods, nutrition and food security, peaceful coexistence, and social cohesion in targeted communities in Niger.

Under the direct supervision of the Country Director of RET Germany, the Consortium Programme Coordinator is responsible for the following tasks:

Specific responsibilities

Programme Implementation and Coordination
• In coordination with the Programme Management Unit (RET Country Director and ASB Country Director) plan, implement and monitor consortium activities to ensure alignment with the strategic work plan and quality standards;
• Closely monitor the implementation of work plans and, if necessary, take any corrective action to ensure timely implementation of activities and/or revision of the work plan;
• Guide the Component Managers in their daily work, ensuring that activities are planned effectively and implemented in accordance with the contract signed with the donor;
• Undertake frequent field missions, ensuring that programme activities are effectively implemented in accordance with the requirements of the work plan, and as described in the progress reports, in accordance with the contract signed with the donor;
• Report to the Programme Management Unit, in a timely manner, any deviations, challenges or difficulties encountered during the planning and implementation of activities, particularly when this could affect the achievement of programme objectives;
• Coordinate closely with RET, ASB and other consortium partners to maintain a coherent programme strategy;
• Ensure close coordination with RET, ASB and other consortium partners to ensure a coherent programmatic strategy;
• Facilitate regular programme evaluations and recommend necessary adjustments to achieve objectives.

Finance, Administration and Logistics
• Coordinate closely with the various support departments, namely Finance, Administration, Human Resources (HR) and Logistics, to ensure the proper allocation of resources required for effective and efficient implementation of the program;
• In coordination with the program logistics and finance officers, supervise and validate budget plans and budget/logistics/administrative documentation, necessary for the allocation of resources for the implementation of planned activities;
• Ensure that his/her subordinates comply with RET’s administrative and logistics processes and procedures;
• Ensure compliance of items purchased locally with program requirements
• Ensure the quality of reporting (warehouse management, fuel management) and inventories of goods and equipment;
• If necessary, participate in HR procedures (recruitment, performance management, staff development, etc.). This will include ensuring that his/her subordinates have performance objectives and are managed fairly based on performance;
• Ensure regular budget monitoring to monitor the level of consumption;
• Review financial reports, at the request of the program management unit, in collaboration with the Head of Finance and Administration of RET and ASB;

Monitoring, Evaluation and Reporting
• At the start of the program, participate in the development of the M&E plan, tools and templates, in collaboration with the M&E Officer;
• In collaboration with the M&E Officer and the Program Managers, ensure that data on beneficiaries, processes, progress and program performance are collected, entered and analyzed in a timely manner, and documented;
• Follow up with the Program Managers on the implementation of programmatic activities, in accordance with the work plans and program monitoring and evaluation plans (timelines, milestones and targets);
• Review completed M&E forms in the field (ensuring accuracy, completion and timeliness of datasets and forms) before uploading them to Onedrive in collaboration with the M&E Officer;
• Participate in the timely preparation, review and editing of periodic consolidated program reports (e.g. monthly, quarterly or final progress reports), comparing the reports with the M&E forms kept on file, in accordance with program requirements, as well as donor contractual obligations;
• Follow up with the Program Managers on inconsistencies, resolve data discrepancies, highlighted by the M&E Officer, during the review and comparison of monthly reports with the M&E forms;
• Conduct periodic data quality checks, in coordination with the M&E Officer and the Program Management Unit;
• Oversee a unified monitoring and evaluation framework to track program performance, in line with donor expectations.
• Consolidate program data and ensure that reports and indicator tracking table are presented to donors and other stakeholders in a timely manner.
• Capture and share lessons learned to inform ongoing and future programming.
• Send final reports to the Programme Management Unit for approval and submission to RET Headquarters;
• Ensure the functionality of the feedback and complaints mechanism from the various programme stakeholders.

Consortium Leadership, Partner Engagement and Representation
• Liaise with consortium partners in Niger, promoting transparency and collaboration;
• Maintain effective communication between ASB, RET and other stakeholders, including local authorities and donor agencies;
• Organize consortium meetings, encouraging shared learning and collaborative problem-solving;
• Actively participate in country programme management, coordination and strategy meetings with other members of the leadership team;
• Actively engage with donors, partner agencies and the humanitarian community to ensure that RET is strongly represented in coordination and advocacy efforts;
• Stay abreast of humanitarian response and funding trends in the region, providing regular updates on these trends and analysis of how they may affect RET programming.

Capacity Building and Strategic Direction, Program Quality and Growth
• Provide guidance to the program team on tools and strategies to ensure programming is based on community feedback, a deep understanding of the context, and technical best practices;
• Identify capacity building needs and organize training sessions or provide support as needed.,

Risk Management and Compliance
• Work collaboratively with partners to identify, manage and mitigate risks impacting the program;
• Ensure program compliance with donor guidelines, consortium policies and local laws;
• Facilitate audits and evaluations, implementing recommendations for program improvement;
• Ensure security aspects at the office level and in the intervention area in coordination with the security focal point.

Secondary Responsibilities
• Participate in the development of project proposals (narrative, operational and financial);
• At the request of the Country Director, participate in coordination meetings with authorities and/or partners;
• Complete all tasks aimed at achieving the program objectives as requested by the Country Director or her superiors.

3. Candidate profile
• University degree (preferably Master) in management, community development or any other equivalent and relevant degree;
• Minimum 5 years of relevant experience in a programme/project management position;
• Previous experience working in a consortium or multi-partner environment, preferably in Africa;
• Familiarity with programme areas such as livelihoods, food security, and social cohesion;
• Strong risk management skills, with the ability to identify and resolve problems;
• Interpersonal and management skills: ability to work independently and in a team, to demonstrate management and leadership skills;
• Communication skills: Strong analytical and synthesis skills and the ability to draft documents in a comprehensive and relevant manner in French and English. Able to communicate clearly and sensitively with relevant institutions and organisations, internal and external stakeholders as a representative of RET. These skills include effective negotiation and representation;
• Good organizational skills: ability to prioritize to achieve objectives on time, punctuality and respect for deadlines;
• Excellent knowledge of performance evaluation techniques and key indicators;
• Excellent knowledge of data analysis, reporting and budgeting;
• Mastery of the logical framework of projects (objectives, expected results, performance indicators, monitoring modalities, working assumptions, risk indicators);
• Flexibility to effectively manage different tasks and willingness to work overtime if necessary;
• Work with reliability and integrity and have a clear commitment to RET’s core values ​​and humanitarian principles including protection from sexual exploitation, abuse and harassment;
• Have supervisory and group coaching skills;
• Ability to lead change and innovation;
• Creativity and ability to work flexibly in a sometimes stressful, volatile and difficult environment;
• Confidentiality and good sense of diplomacy;
• Excellent skills in Microsoft Office (Word, Excel, PowerPoint,…..);
