Médecins Sans Frontières, an international medical humanitarian association created in 1971, provides medical assistance to populations facing crises that threaten their survival, mainly in the event of armed conflicts, but also epidemics, natural disasters or exclusion from care. The French section of MSF is present in around thirty countries.
The main objective of the Operations Department at the Paris Operational Center (OCP) is to improve the quality of MSF’s operational response by formulating, supervising and ensuring the effective implementation of its humanitarian medical activities. The Department is composed of 8 operational cells, cross-functional units and project teams.
General context of cell 3 Doctors Without Borders – France
In May 2019, MSF France cell 3 was relocated to Dakar, under the leadership of the general management and that of operations, in order to allow for better intersection synergy, and also to allow for closer ties with the mission countries in West Africa. MSF France cell 3 manages the following portfolio: Mali, Niger, Burkina, Mauritania. The portfolio focuses on the West African medical operational context, with management of the humanitarian challenges there, including emergency responses.
Assignment
You participate in the implementation and adaptation of financial policies for your area and are responsible for the proper budgetary and accounting management of resources (HR, Finance, Medicines, Stocks, etc.).
Main responsibilities:
Under the hierarchical responsibility of the head of cell 3, and the functional responsibility of the Financial Domain Manager, you are responsible for:
As a member of the cell:
- Participate in the development of program strategies,
- Be involved in cross-functional projects,
- Be in contact with other MSF sections for the sharing of local information, good practices,
- Actively participate in the life of cell 3, carry out visits or provide field placements of 2 to 4 weeks, on a basis of 3 or 4 times per year,
- Participate in the identification and support of Pool members;
But also, you:
Coordinate the implementation of the financial policy within the scope of the cell:
- Ensure the dissemination and compliance with financial policy, processes and tools and best practices,
- Ensure the application of financial procedures,
- Be responsible for the completeness and quality of the cell’s program accounting,
- Monitor the proper financial management of its scope,
- Analyze and transmit to the Finance Coordinators (CoFin) the specific financial issues of the countries for which you are responsible,
- Be responsible for the implementation of financial policies in the countries for which you are responsible;
Are responsible for the proper use of resources:
- Oversee and manage the development of the budget and budget revisions,
- Be responsible for transparency towards third parties (lessors, legal authorities, etc.),
- Provide economic and financial analyses necessary for management (of departments and operational missions),
- Adapt financial resource monitoring tools in collaboration with the Finance department;
Are responsible for the production of financial information:
- Produce reliable financial statements for internal (closing, budget, etc.) and external (lessors, auditors, etc.);
Functionally manage the teams on the ground in your area:
- Supervise, advise and support CoFin,
- Participate in the orientation and evaluation of their work in collaboration with their mission leaders,
- Provide briefings and debriefings for CoFin and Finance and HR Coordinators (CoFiRH),
- Participate in coordinator briefings and debriefings;
Pass on skills:
- Participate in the definition and implementation of training,
- Capitalize on information about your perimeter,
- Monitor and evaluate the deployment of new practices or equipment in your missions,
- Participate in CoFiRH training in the field or during international sessions,
- Participate in the development of field staff in the field of finance and the identification of future executives,
- Participate in the selection of the cell’s CoFin;
Hierarchically manage a Financial and Accounting Management Officer (CGCF):
- Jointly supervise the cell’s CGCF,
- Participate in the development of skills by delegating appropriate tasks and creating opportunities for visits and temporary work in the field.
Professional skills
You know how to prioritize and anticipate your work
You have the ability to summarize and have good writing skills.
You are familiar with MSF France management tools (Saga, Unifield, Wefin, HOMERE), and office tools (with an advanced level in Excel)
Education/Experience:
- You have higher education in management and/or accounting.
- You have significant experience as a Finance Coordinator in the field with MSF.
- 3 to 4 years of experience in a financial management company or association, or as a Cell Financial Manager at MSF is a plus.
LANGUAGES :
Fluent (C1) Written and spoken French, Professional level (B2) Written and spoken English

Job specifics
Position based in Dakar, Senegal. Permanent position , full-time with a 3-year mandate renewable once for another 3-year period .
Frequent travel in the field and to the French headquarters.
Terms :
- Salary according to level 13 MSF Senegal grid
- A contribution to a supplementary pension system (of the employee’s choice and responsibility, a monthly amount of 5% of the gross monthly salary + monthly travel allowance + monthly career development bonus).
- For the employee’s children (children aged 3 to 18): maximum annual contribution equivalent to €1,800 (nursery and primary) / €2,100 (secondary: middle and high school) per child or maximum 60% of school fees within the defined limit1 / (child under 3): Annual contribution per child to nursery costs of €650 maximum.
- Supplementary health insurance for the worker and their legal beneficiaries
- Insurance in the event of death or disability
- And for people recruited while they are residents outside Senegal, support for settling in Dakar, moving, and the other elements below apply (not applicable if the person is resident in Senegal regardless of their nationality): temporary accommodation for one month + installation package + holiday ticket after one (01) year of service.
