Overview of Position

  • The Disarmament, Demobilization & Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the government of Ethiopia & the Tigray People’s Liberation Front (TPLF) on the 2nd of November 2022 in South Africa.
  • For the implementation of DDR in Ethiopia, the National Rehabilitation Commission (NRC) was established with the council of minister regulation number 525 / 2022 & with amended regulation number 541 / 2023 of the federal democratic republic of Ethiopia. The core mission of the commission is the stabilization of the society & recovery of the economy for sustainable peace & enhancing human security through designing, planning & implementing the demobilization & sustainable reintegration of more than 370 thousand former combatants into civilian life across seven regions of Ethiopia.
  • The Network & IT Solutions Senior Officer reports to the IT Advisor & is responsible for planning, coordination & implementation of smooth network & IT solutions for the demobilization & reintegration of XCs.

Role Objectives

  • Provide IT related technical & operational solutions to support the NRC in the development & implementation of the national DDR program using dream apps of NRC.
  • Crafting network architectures to meet specific business needs, which includes determining the type of hardware, software & cables required.
  • Setting up new networks, upgrading existing ones & ensuring that all components are properly configured & interconnected.
  • Implementing security measures like firewalls, intrusion detection systems & VPNs to protect against cyber threats.
  • Constantly monitoring network performance using specialized tools to identify issues such as latency, downtime or security breaches.
  • Diagnosing & resolving hardware, software & other network-related issues promptly to minimize downtime.
  • Maintaining detailed records of network designs, configurations & changes for future reference & compliance purposes.
  • Working closely with other IT professionals, including IT Managers, Systems Administrators & Cyber Security Experts, to ensure cohesive network operations.
  • Assisting employees with network related issues & providing training for secure & efficient network usage.

Project Reporting

The Network & IT Solutions Senior Officer reports to the IT Advisor.

Key Competencies

  • Graduate degree in information technology, software or computer engineering or in depth knowledge of IT infrastructure, network administration, cyber security & cloud computing.
  • At least 7 years (with a high school diploma) or 4 years (with a bachelor’s degree) of combined & relevant experience in in depth knowledge of IT infrastructure, network administration, cyber security & cloud computing.
  • Strong problem solving skills & the ability to analyse complex IT challenges to develop effective solutions.
  • Excellent communication & interpersonal skills to collaborate with clients & cross functional teams.
  • In depth understanding of networking principles, protocols (such as TCP / IP, DNS & DHCP) & services.
  • Familiarity with data privacy laws & best practices in data security & excellent analytical, problem solving & communication skills.
  • Relevant experience in mission or non mission contexts providing technical & operational support.
  • Fluency in English & Amharic is required.
