Purchase of services of Policy Advisor
Syrian Center for Media and Freedom of Expression (SCM) is an independent non-governmental non-profit organization. We seek to build a society that guarantees freedom of expression and belief, human rights, and justice. Our vision is a democratic world based on justice, freedom, equality, and respect for human rights and dignity.
Within the framework of the work of the Syrian Center for Media and Freedom of Expression (SCM) in building a society based on respecting and protecting the right to free expression of opinion, and supporting media work as a form of freedom of opinion, with a focus on developing media professionalism, and based on the SCM’s ongoing seeking to support the Syrian media, especially in terms of organizing and legislating it, so that it becomes a contemporary, professional media that protects media professionals and media work, develops media work, and raises its level ;
The Media and Freedoms Program at SCM plans to produce a study that addresses:
“The legal framework of media work in Syria”
SCM is looking for a “researcher” based on the attached technical requirements and the following principles:
- Prepare the methodology and share it with the project team on Mar 6, 2025.
- Conduct desk research on issues related to freedom of opinion and expression and submit proposed drafts to be amended in line with the rules of good governance,
- Complete the research including a draft legal framework regulating media work in Syria according to the agreed methodology.
- Preparing the draft study for audit on April 21, 2025.
- Attend roundtables to discuss the draft with stakeholders, take notes, and integrate or correct them with the research
- Review and submit the final copy by August 2025
- Review the translated version of the research.
- Participation in the webinar to launch the research.
Required documents:
- Proof of work in similar projects that includes:
- Excellent academic qualifications, at least including a bachelor’s degree or higher in a relevant discipline (preferably in Law).
- Demonstrable experience in developing similar research for the media sector (at least five years).
- Experience and understanding of the Syrian context and issues faced by stakeholders in Syria.
- Demonstrable extensive experience in research, research methods,
- Excellent analytical skills – designing research questions, familiarity with research methods (and their appropriate use including drafting laws.
- At least 2 References from previous projects.
- Financial offer including:
- The Financial compensation.
- The validity of the offer (duration- date)

SCM is looking for a researcher based on the following technical requirements:
- Prepare the research methodology and share it with the project team by March 6, 2025.
- Conduct desk research on issues related to freedom of opinion and expression and submit draft proposals for amendment in line with the rules of good governance.
- Completing the research, including a draft of a legal framework regulating media work in Syria, according to the agreed-upon methodology.
- Prepare a draft of the study for review by April 21, 2025.
- Attend roundtables to discuss the draft with stakeholders, take feedback, and integrate or correct the research.
- Review and submit final draft by August 2025.
- Review the translated version of the research.
- Participation in the research launch seminar.
Required documents:
- Proof of experience in similar projects including:
- Excellent academic qualifications, including at least a relevant undergraduate degree or higher (preferably in law).
- Demonstrable experience in developing similar research for the media sector (minimum five years).
- Experience and understanding of the Syrian context and the issues facing stakeholders in Syria.
- Extensive demonstrable experience in research and research methods.
- Excellent analytical skills – designing research questions, familiarity with research methods (and their appropriate use including drafting laws).
- At least two references from previous work.
- Financial offer includes:
