GENERAL CONTEXT
Since January 2014, wide-scale violence and armed conflict erupted in Iraq. The Government of Iraq (GoI) has conducted multiple military operations since 2016 to regain control of territories held by ISg. Military operations in Mosul, Anbar and Salah Al-Din have led to massive internal displacements, serious and systematic violations of civilian protection and basic human rights, interrupted access to basic services, and put a severe strain on host communities.
The country is now gradually moving from an emergency situation which required lifesaving operations to a post-conflict transition towards durable solutions.
PUI is implemented in Iras since 1983, and brings assistance to vulnerable displaced persons and host communities in order to improve their living conditions and reinforce their resilience to enable them to regain dignity and autonomy. PUI’s objective in Iraq is to provide a humanitarian response to needs arising from movements of population through actions aimed at reinforcing the existing Health system, and providing Mental Health Psychosocial Support to the people in need, but also at providing access to Shelter, to drinking Water, Hygiene and Sanitation. Given the scale of the crisis and the needs observed, PUI emphasizes multisectoral interventions and develops as much as possible an integrated approach, keeping health the core sector of its intervention. PUI is also reinforcing its positioning within the nexus between humanitarian and development, following up on the current trend in the country.
OVERALL OBJECTIVE
Under the supervision of the Regional Manager and in the absence of the Head of Mission the consultant will lead and coordinate the Annual Country Strategy Review exercise, and support operational development, positioning and funding opportunities. S/He will operate in line with the global PUI’ Strategic framework.
SPECIFIC OBJECTIVE
Despite the acute humanitarians needs and the several regional elements of tensions affecting directly civilians, the country is gradually transitioning towards Durable solution. Humanitarian donors are reducing their pledges and the bridge between funds availability and the humanitarian imperative is hardly met.
Facing huge constraints in this uncertain and complex environment, the coordination team has identified the need for support, to deploy the annual Country Strategy review exercise in the absence of the HOM and to support the operational development of the mission.
Taking into consideration the challenges associated with recruitment of this position on such a short notice, in the absence of roving available resources, Headquarter has opted for a short-term consultancy.
