Position Overview
The WASH Project Manager will lead ForAfrika’s water, sanitation, and hygiene initiatives in Angola, ensuring the effective design, implementation, monitoring, and evaluation of WASH programs that improve community health and well-being.
Key Responsibilities:
LMA (Leadership + Management = Accountability)
- Establish clear direction and objectives, providing a compelling vision, and ensuring each team member understands how their role supports the Organisation’s broader mission and goals.
- Provide essential resources and support ensuring team members have the resources they need—including training, tools, and personnel support—to perform effectively and grow in their roles.
- Empower through delegation and development delegating responsibilities thoughtfully, allowing team members to take ownership while encouraging their professional growth and advancement.
- Lead with integrity and organisational alignment by modelling behaviours that reflect the Organisation’s core values, making decisions and taking actions that prioritise organisational needs and align with core principles.
- Maintain effective communication and reporting by fostering regular, transparent communication to keep expectations clear, provide timely feedback, and ensure accurate reporting of performance metrics and goal progress to support accountability and team effectiveness.
Program Management & Implementation
- Design and oversee the implementation of comprehensive WASH programs aligned with ForAfrika’s strategic objectives and international standards
- Manage multiple WASH projects across various locations in Angola, ensuring timely delivery within budget
- Develop detailed work plans, budgets, and procurement requirements for WASH activities
- Monitor project progress and ensure quality implementation of water infrastructure, sanitation facilities, and hygiene promotion activities
- Lead emergency WASH responses when required
Technical Leadership
- Provide technical guidance on water supply systems, sanitation infrastructure, and hygiene promotion
- Ensure compliance with national WASH standards and international best practices
- Oversee technical assessments, surveys, and feasibility studies
- Develop technical specifications for WASH infrastructure and equipment
- Guide the selection of appropriate WASH technologies and approaches
Team Management & Capacity Building
- Lead, mentor, and manage WASH program staff
- Build capacity of local staff and partners in WASH programming
- Coordinate with other program teams to ensure integration of WASH activities
- Develop training materials and conduct capacity-building sessions for staff and communities
Stakeholder Management & Coordination
- Represent ForAfrika in WASH sector coordination meetings and forums
- Build and maintain relationships with government authorities, donors, and other NGOs
- Coordinate with local communities and leaders to ensure program acceptance and sustainability
- Participate in relevant WASH clusters and technical working groups
Monitoring, Evaluation & Reporting
- Establish WASH program monitoring systems and indicators
- Ensure proper documentation of all program activities and learning
- Prepare high-quality reports for donors and management
- Document best practices and lessons learned
- Conduct regular field monitoring visits
Required Qualifications:
Education
- Minimum of Bachelor’s degree in civil engineering, Environmental Engineering, Public Health, or related field
- Additional certifications in WASH programming preferred
Experience
- Minimum 7 years of experience in WASH programming, with at least 3 years in a management role
- Proven experience managing WASH programs in developing countries, preferably in Africa
- Experience working with NGOs and donors in humanitarian/development contexts
- Strong track record in project management and team leadership
Technical Skills
- Expert knowledge of WASH technical standards and best practices
- Proficiency in WASH assessment, design, and implementation
- Strong understanding of community-based approaches
- Experience with WASH in emergency response
- Excellent project management and budgeting skills
Language Skills
- Fluent in English and Portuguese (written and spoken)
- Knowledge of local Angolan languages is an advantage

Working Conditions
- Based in Angola with regular travel to project sites
- May require work in remote locations with basic living conditions
- Some travel to other ForAfrika country offices may be required
