Tecnologías y Servicios Agrarios, SA, SME, MP, a subsidiary of the TRAGSA GROUP, specialized in carrying out engineering, consulting and technical assistance activities in agricultural, livestock, forestry and environmental matters, seeks to incorporate 1 Manager of delegated cooperation funds (Madrid) at the Madrid Tragsa Headquarters.

Functions and Tasks
Responsible for the cross-cutting unit of the AECID (Spanish Agency for International Development Cooperation) support order to provide support for the monitoring and control of Delegated Cooperation actions aimed at optimising the annual budget execution.
Support in the planning and monitoring of the budgeting, channelling and management of national and external delegated cooperation funds.
Support in the improvement of the tools and models for the identification, planning, control and monitoring of projects.
Support in the improvement of the capacities for economic monitoring, reporting and justification of AECID interventions with delegated funds.
Support in the improvement of the planning, management and control of subsidy and contracting files in Delegated Cooperation.
Participate in the preparation, evaluation and review of the proposals for Contribution Agreements, Strategies or Frameworks that serve to formulate new programmes, as well as in the review and correction of the different reports, evaluations or modifications of the different interventions in execution or closure.
As an expert, he/she will advise the AECID on these matters, primarily by identifying the causes that may cause bottlenecks in certain Delegated Cooperation Programmes or Actions, based on his/her knowledge and experience, which hinder or prevent smooth execution; anticipating proposals for suitable execution mechanisms or models to address or avoid these causes of slowdown. He/
she will identify and work preferably with those Delegated Cooperation Programmes or Actions that are most likely to require a push or activation from the different countries, determining the keys and giving guidelines for the successful achievement of the actions that have an impact on an optimization of the budgetary execution of the delegated cooperation funds integrated in the AECID budget.
Specific Requirements

Official training certificate or proof of payment for the application for the degree or academic certificate of completed studies (including the Final Project).
Employment history and/or employment contract that allows the required experience to be verified and accredited.

Qualifications
Bachelor’s or Official Master’s Degree in the fields of Business Administration and Management, Economics, Political Science and Administration, Law or Business Sciences (Qualification approved in Spain).
Languages
English, Minimum Level B1 (the level will be verified during the course of the Selection process).
French, Minimum Level B1 (the level will be verified during the course of the Selection process).
Previous Experience
At least 10 years’ work experience in the development cooperation sector
At least 3 years’ work experience in the management, implementation and coordination of EU delegated cooperation projects

Previous Experience

Offered:
– Fixed-term contract with an estimated duration of 4 months, associated with the execution of the order detailed in the publication for the Recovery, Transformation and Resilience plan or with financing coming from European Union Funds
